There should be a cardboard covering, in two pieces - spare wheel area and then upper area - as standard. Mostly, by now they have deriorated and torn. It is easy to fit a new one, they are available from TMI in the US or from vw heritage in the UK
Heater - work - this is a Beetle you know!! They spend 50% of their lives not working.
There should be two levers between the seats. Pull them both up an dyou should get hot air at least in the footwells. If not the cables from the levers are either boken, or the levers operating the flaps in the heat exchanges have fallen off/rusted up, jammed etc etc
