This would appear logical Mark and I am inclined to believe you - but I have always had to get my emissions down to get through the MOT. I wonder if the testers have the wrong information?
For our world readers
MOT = Ministry of Transport - who created the first set of roadworthiness tests here in the UK back in about 1968. The Ministry does not exist - but we still call the test after their name.

The law on emissions (so I believe) stands as follows:
Up to 01/08/1975 there is only a visual smoke emission test to be carried
out - no actual test is required
from 01/08/1975 - 31/07/1983 the smoke test applies. You will also have an
exhaust gas analysis test that should give a maximum of 6% CO (carbon
monoxide) and 1200 ppm hydrocarbons.
On that basis as long as the motor isn't smoking it will pass the MOT. They
may tell you to get it tuned, but they shouldn't fail you.

Hi mark,
thanks for your reply, my car is a 1971 1302s, i think it was actually
produced in august of 1970, but that still makes it a '71 right? so
this means i wont have to do the emissions test?
i hope so!
