I get really annoyed with issues around civil liberties and human rights as, in my view, the guilty are generally protected and not the law abiding people in the UK. I really hope that something comes of this as the detection rate from publicizing grainy images in the News Shopper must be minimal. Hopefully we'll have a DNA database one day as well.

Your colleague has raised an issue that we have deliberated on ever since the inception of Bustag in November 2004.
He is correct that Tfl have a database of Oyster registrations and photo cards relating to juveniles whom are our target audience. 
To date there have been Tfl  data protection issues, but there are moves afoot to remedy this. 
Hopefully this will greatly enhance the identification rate and in due course reduce our frustrations.

Surely the majority of these kids have Oyster cards as they are
issued free. Can't a check be made against the cards used on the bus
when the crime was committed? Surely TFL have records of cards issued
and also duplicates of the photo submitted when the card was issued.
I would be astounded if these records were not available. A
coordinated approach between all the organisations would greatly
reduce this crime.
