The author concludes that projects such as Fairtrade are "doomed to end in failure or to offer cures that are worse than the disease."
It strikes me that the author would have done well to leave his comfortable city offices and live for a while in a coffee producing community before he wrote this. It's all very well taking a 'long term view' as long as your family isn't going to starve to death in the meantime.
