The last I heard was 1399 had been sold to a scrappy. Is this not now
the case? It is certainly in a state, going by photos I have seen.

It was stored while at Meldon, and never ran in service.
As a result it has the usual problems Mk1s have, corner rot, etc., and in particular MK1s that have spent 30 or so years 'on the juice' with the heaters on almost 24/7 and are then taken off the juice and heat to sit in sidings, being rained on a lot. (And Meldon does get a lot of rain!)
Graffiti was dealt with by the then owner by painting red oxide over it, which actually provided more protection.
The Save The CIgs website says they want it stored at Blaenavon
My personal take on the whole CIG issue is to save up and wait til SWT evenually sell their two Lymington units as these will be in much better condition as well as having Secondary Door Locking. They will be 3 cars, meaning they can be propelled (HMRI rules prohibit propelling of 4 or more vehicles) and will hopefully come with the contents of Bournemouth Stores, as their parts would not be required by SWT once they have gone.
