Thank you for summarising our thoughts from last year.
 
All,
To reduce the risk of generating another huge set of rules which will never get read and in the spirit of this group's desire to keep things as fun and light as possible I have pasted the 1994 ICL national rules below (yes that is the latest version that I can find!!  - Anyone else have anything newer?).
Obviously in some respects these are out of date given our desire to modify the rules as per this ongoing discussion but at least it gives a common starting point.
Please let's keep rule 19 - it is the best one there.......
 
A few things I think worth mentioning at present are:-
 
Task start sectors (sans height restriction of course) and TPs (beer cans) should be flown as per current UK comp handbook.
 
Care to be taken to ensure valid starts be made if dropped 'down track' due weather considerations.
 
Scoring should initially be on a 1000pt basis daily (and windicapped as it is already catered for in the scoring program) then translated into the place order for daily award of points (as per Chris's notes), both being made public asap at the event (or if not possible then by email) as this gives a truer representation of the level of achievement of an individual performance and can be used as a tie breaker if required.
 
Ah yes thinking of which, do we want tie breakers weekend by weekend? or by whole season?  - over to you guys.

INTER-CLUB  LEAGUE     -     RULES
 

What the League is about.
 
The Inter-Club League is intended to encourage competitive cross-country flying on a less formal basis than National and Regional competitions, involving pilots at all levels of cross-country competence.
 
The competition will take the form of weekend 'Meets' between the four clubs in each League.  A 'Meet' will be hosted by each of the clubs in turn throughout the season, giving pilots and crews an opportunity to visit and fly from other clubs in their area.
 (Note: Some Leagues comprise 3 or 5 clubs - Rules 1 & 9 cover this).
 
The intention is not to give great glory to individuals, but to promote rivalry between the clubs.  The honours each weekend, and over the season, will therefore go to the club amassing the highest total score for all its pilots.
 
Special emphasis will be put on the performance of Novice pilots, and as well as the trophy for the winning club there will be a trophy for the club with the best Novices.
 
The host club for each weekend will be responsible for providing the organisation for the competition, so there will be an opportunity for people to learn contest direction, task setting, start and finish line control, scoring etc...
 
The host club must undertake to provide appropriate launching facilities, although it is intended that there should be minimal interruption to normal club flying.
 
Providing agreement is reached between participating clubs there will be no membership charges.
 
It is confidently expected that clubs will vie for the honour of organising the best party on the Saturday night of their Meet.
 
RULES
 
1. Each League shall normally comprise four clubs, each of whom will host a two-day (or three-day bank holiday) weekend Meet.
Note:  Those Leagues with 3 clubs hold 3 Meets; Leagues with 5 clubs may find 5 Meets too many and are recommended to consider holding only 4 Meets each year.
 
2. Each club shall field a team of 3 pilots comprising one Novice, one Intermediate and one Pundit. The club shall nominate a team captain who need not be a pilot.


 
3. The pilot classes are defined as follows:-
 
 
Novice       Any pilot who by 1st April of the League year:
                          has not flown in a rated competition,
                           (Regionals, Inter-Services or Junior Nationals)
                          has not flown a 300k qualifying for Gold Distance.
 
 
Intermediate      Any pilot who by 1st April of the League year:
                          has not flown in a Nationals level competition,      
                    (except Junior and Overseas Nationals)

                          has not flown a 500k qualifying for Diamond Distance.
 
 
Pundit        Anyone can be a pundit.
 
 
4. If desired a pilot may fly in a higher class, eg. a pilot qualifying for Intermediate status may be entered as his club's Pundit.
 
5a. Pilots flying in the Novice class may fly any Standard Class glider. They may also fly gliders of any class with a handicap no greater than the currently highest handicapped Standard Class glider.
 
5b. Pilots flying in the Novice class may not carry water-ballast.
 
5c. Task setters should whenever possible set Novice tasks which are feasible for those Novices flying older generation wooden gliders.
 
6. Task setting will be done by the host team's Contest Director assisted by the Team Captain.
 
7. The competition will be run and scored broadly according to the BGA Competition Handbook, with the following exceptions:
    ·  No held start-line       ·  Windicapping recommended, but not mandatory.
    · Y to be announced at briefing - recommended to be 40% of the unhandicapped       task length, subject to a minimum of 60km and maximum of 120 km for the
     Intermediates and Pundits, 40km to 80km for the Novices.

 
8. A weekend Meet shall be declared a contest when pilots in either the Novice or Intermediate classes have a scoring task.


 
9. SCORING  Each class will be scored as a separate task group using the 1000 point system for each day of a weekend Meet. These daily scores will be added for the weekend, and the weekend League points will be awarded in EACH CLASS as follows:
 
    If all 4 clubs in the class score,                           (* for 5 or 3 club Leagues)
                               1st  club gets 4 points         (*  or 5 or 3)
                               2nd club gets 3 points         (*  or 4 or 2)
                               3rd club gets  2 points         (*  or 3 or 1)
                               4th club gets  1 point           (*  or 2 )
                               (* 5th club gets                                 1 )
 
    If only 3 clubs in the class score,                           (*  or 4 or 2)
                               1st  club gets 4 points         (*  or 5 or 3)
                               2nd club gets 3 points         (*  or 4 or 2)
                               3rd club gets  2 points         (*  or 3 or 1)
                               4th club gets  1 point           (*  or 2 )
                               (* 5th club gets                                 1 )
          (Any club failing to take a contest launch scores zero)
 
    If only 2 clubs in the class score,                           (*  or 3 or 1)
                               1st  club gets 3 points         (*  or 4 or 2)
                               2nd club gets 2 points         (*  or 3 or 2nd = get 1)
                               3rd =      get  1 point              (*  or 2)
                               (* 4th =     get                                   1 )
 
    If only 1 club in the class scores,                          (*  or 2 )
                               1st  club gets 2 points         (*  or 3)
                               2nd =      get  1 point              (*  or 2)
                               (* 3rd =     get                                   1 )
 
    In a 5-club League with only 1 club scoring
                                      They get  2 points,
                                      Others get 1 point )
 
    Any club failing to take a contest launch scores zero.
 
The weekend League points in each class are added together for each Club to determine the scores for each Meet, and for the season.
 
10. In the event of a draw at the end of the season, or in the Inter-league Final, the winner will be the club with greater cumulative daily '1000' point scores.


 
11. Any No-Contest weekend (or scoring but disappointing weekend) may be re-run in all classes or in part if all team captains agree.  If this happens, it is recommended that all scoring flights are counted towards the total season scores.
 
12. No pilot may fly on more than four contest days during one season. (Except to appear in the Inter-League Final).
 
13. Launching may be by aerotow or winch/autotow as appropriate.
 
14. All matters of flying safety remain the prerogative of the host club's CFI.  Team Captains should ensure that the standard of competence of their pilots is adequate, but the need for check-flights should be discussed with the host club's CFI.
 
15. The Contest Director in committee with the Team Captains will act as stewards, whose ruling on any matters in dispute will be final.
 
16. Non-competing gliders will be encouraged to fly the competition tasks wherever local operating conditions permit this.
 
17. Each competing pilot will pay a nominal entry fee which will go towards organisational expenses such as postage and trophies. (This rule is usually ignored).
 
18. The host club's Team Captain is responsible for getting the scores out to all participating teams within 10 days.
 
19. These rules may be modified at any time by agreement between all Team Captains.
 
20. An Inter-League Final will be held each year over the 3-day August Bank Holiday weekend between the winners of each League.  Venue will be announced by Mid-July, and printed in the August 'Sailplane & Gliding'

Thanks for the reminder Ged, I have put a summary of the proposed rules for 2006 below, based on the Saltby discuss and subsequent e-mails.  Comments please.  Also, FYI, I am chasing up with LGC the whereabouts of Rupert and what they want to do about ICL in 2006.  Will keep you all posted.



General aims:

The ICL is  a 'fun introduction to competition flying', rather than a '2 day regionals'.  

Loggers:

Encourage use of IGC loggers, but accept alternative traces, such as from winpilot or GPS logs, so long as the format can be easily read by software such as Tasknav / Seeyou

Launching
:
If the weather is such that a gridded launch system is more suitable, then this is preferable, consider use of non-gridded launching if weather is less predictable.  This would encourage flying even if the weather is not capable of sustaining 3 classes x 6 teams.   It is still acceptable to cancel the task / scrub day so long as not pilots have called start.    "Y" needs to be made clear at briefing and stuck to, but can bring down to 40km for Novices or 60Km/40% for Intermediates.

Tugs should aim to drop gliders in lift / under clouds, rather than using a strict drop zone as in Regionals.

Definition of classes
:

Local changes are in italics


Novice:

Any pilot who by 1st April of the League year who has not flown in a rated competition,  (Regionals, Inter-Services or Junior Nationals) and has not flown a 300k that could qualify for Gold Distance.



Intermediate:

Any pilot who by 1st April of the League year who has not flown in a Nationals level competition, (except Junior, Club class and Overseas Nationals) and who has not flown a 500k that could qualify for Diamond Distance.  OR any pilot flying a club-class glider under club-class rules (no water)


Pundit:

Anyone can be a pundit.


Task setting
:
Novice tasks should be set with a 'novice flying a Libelle' in mind...vs the extremes of Discus 2 or K6cr.


Where possible tasks for each class should be set with similar first leg routing so that Novices can benefit from thermal markers

Start Height
:
A maximum start height should only be used for airspace reasons.

Briefing by 'pundit'
:
Useful for Novices and Intermediates if a 5 min briefing 'my initial thoughts' on the task and weather is given by a Pundit...plus a post task briefing in the evening or following days briefing.

Wet weather sessions
:
In the unlikely event of poor weather, it would be good for each club to have a talk / discussion they could offer...again targetting Novice / Intermediates

Scoring
:
Proposal for 2006 is that a  DAILY "n-.....-3-2-1" system is used, based on the number of teams competing on a day (n).  Each competition day will be awared (n-...-3-2-1) points that go toward the overall leauge score.  This is different to previous years when the combined day scores (1000pt system) have been added and then a (6-5-4.......) ranking has taken place.    (Hope this makes sense??!)

Any competition launch counts as scoring at least a point (vs having to make a valid start).

Scores on the day based on 'honest reporting' by pilot (start time, TP's etc), with .igc file e-mailed within 10 days.  No .IGC file = no score.

Hello everyone,

Any way are we going to get together soon to maybe thrash out some
rules as per our discussions at Saltby??

Behind the scenes action is happenng at Cranwell to allow a weekend but
