I agree with Mark's three conclusions with a few proposed changes to the second
and third points:-

1) Pundits can fly as intermediate with 10% penalty. Agreed.
2) Novices remain novices for 12 months. This would be better to be for the
following season after the novice makes the intermediate grade - this means
where a novice reaches intermediate level in, for example, April 2008, he/she is
not restricted to April 2009 - it takes effect for the whole season.
3) reserve weekend kicks in if two sheduled weekends are washouts. My suggestion
here is we go for three weekend washouts before a reserve is used, as this gives
us two full weekends to find some winners.
