Wouldn't this be better in reverse to illustrate that pilots of lower experience may always move up a class as required or wished.
This is how the original National Interclub wording was couched.
Suggested below to incorporate all additional caveats that appear to be suggested and required:-

Novice - a pilot who has not flown a UK 300km in UK as P1 in any year except the current and previous one OR has not entered more than 1 Regional's OR has not flown a UK 500km as P1
Intermediate - a pilot who has not flown a 750km in UK as P1 OR has not achieved a top 50% position in any Nationals last ten years
Pundit - anyone can be a pundit

I would like to see Junior Championship(Regional's) excluded from Novice definition as Juniors aspire to enter this free(BGA funded) event even before they have a Silver C

So,
if you have done a 750 or finished in the top half of a national you are a pundit
if you have done a 300 or competed in 2 regionals you are an intermediate
and if you have done neither you are a novice
????

Thanks for spotting my deliberate mistake Chris - just checking everyone was reading the new rules carefully!
During the conversation at HUS it was definitely a case of "OR" and the rule in relation to the move for a pilot from Novice to Intermediate was having competed in 2 or more Regionals. This was to stop someone who had only done one or two days of their first Regional and perhaps realised it was a bit beyond them, not to suddenly be classified as an Intermediate. I think with the 2 Regionals or more rule, we have no need for the extra year?
