Sorry Russell - I agree with Julian's logic, based on the fact your rules have ORs as well as NOTs.

So by your rules below, for example, anyone who has NOT done a 500k will be a novice due to the OR, irrespective of the number of regionals they've done!!

They have to be OR's otherwise, as an example, a pilot who never enters Regional's will always remain a Novice even if he/she flies a 1000km as putting AND's in will require all requirements to be met before a pilot is required to move on a class.
I am sure it was the intention that a pilot moves on to another class if any one of the requirements are exceeded?
