David,
Whilst not appearing to be defending Heather Bonfield and Andrew McKenzie, It's the politicians that agree the policy and in this case, Eric Munday as a lead Cabinet member should not be apportioning blame to Officers of the Council.

Subject: [Have_Bike] Meeting with Cllr Eric Munday: 4th January.Dear ColleaguesReally tough about the Club Riders killed in North Wales on Sunday. Puts me in mind of Bernard’s friend, Jim, who was hit near Harold Hill a couple of years ago. It’s upsetting that people who follow active lifestyles and look after themselves physically can be wiped out so easily by someone in a Car. In this case, however, it seems unlikely that anyone involved was to blame.Meeting with Cllr Eric Munday: 4th January.I had my much-vaunted meeting with Cllr Eric Munday on Wednesday last week. It was quite a cordial affair – in itself quite an achievement, from what I’ve gathered – and about 90min. in duration, but I cannot say that we covered a great deal of ground. As you may recall from previous correspondence copied to you, I agree with him that painting lines on the road is a waste of resources if they are not properly implemented. I repeated my arguments that the Officers (and ‘Consultants’) don’t have the expertise to produce satisfactory results, and that they need to consult genuinely and take proper note of our comments. I also pointed out the shortcomings of the old Design Manual and why it has had to be revised.Apparently, the £500,000 overspend on the A1306 is now ‘lost’ – i.e. written off – and Andrew McKenzie and Heather Bonfield, who were primarily responsible, have left the Council. That’s where your local tax contributions go, folks!Cllr Munday shall write to the Officers to urge them to engage in proper Consultation in future.CTC Road Safety Bill CampaignCould I please encourage you to support the CTC’s Campaign on Road Safety? A new Road Safety Bill is about to be considered in Parliament, so a request for support to each of our MPs would be most helpful. You don’t need to write a Letter; just go to the CTC Website (www.ctc.org.uk/campaigns) and fill in the on-line form. Your completed postcode ensures its direction to your own MP, and you can alter the set message if you would like to amend or emphasise any points. If you feel up to it, you can also support the Cycle-and-Rail Campaign in the same way.Regards,David
