A1306 Overspend: Apportionment of Blame.
I take your point re. Eric Munday’s comments, but I’m not sure what you mean by “the policy.”  Does this mean the policy of writing off the massive overspend, or the policy of nodding through the work in the first place?
I don’t know how Bonfield fits into the story but, from my involvement in the A1306 fiasco, I would say that Michael Robinson is as much to blame as anyone, and I cannot understand why Councillors would want to cover up for such an Officer.  Why has there been no attempt to recover (at least part of) the money? 
What happened to the openness, transparency and accountability that we were promised when Labour ran the administration?
The Consulting Engineers, Messrs Hyder, are also to blame for not acknowledging that they had no competence in managing Cycle Infrastructure, and for not warning the Council that their Design would result in signal posts in the middle of the Path.
