Does Help the Aged not have local befriending services or perhaps another charity for the elderly? Age Concern etc. What about Social Services?

Dear All,
An octogenarian has recently included the charity in their Will.
However, they live alone and their relationship with neighbours is
problematic and there are no other living relatives or friends around.
They are asking us to hold a key to their property which I don't want
to do. Does anyone know what an elderly person living alone can do to
make arrangements for checking on them and possibly hold a copy of the
access key? We have had a couple of cases lately where the legator,
usually a single man, has died in distressing conditions and not being
discovered for some time. Are there local agencies that are pro-
active rather than reactive in these circumstances?
