Hi All
She rang our our bell at 1 ish in the morning on the weekend claiming the same story..my partner answered the door and I could hear some shenanigies going on so I came to the door in PJs....asked her why she didn't ask the driver to come back the following day and also telling her that I'd heard there was a scam like this from the local watch group....lol.....she panicked and made a quick get away faster than a rat up a drain.....so thanks for the local watch as I was instantly suspicious and may have been taken in, with compassion for this woman......Emma and Pedro.....

I always read the mails and am happy help if I can.
Nothing much to report from Oakley Gardens apart from a window-
breaking incident which was a dispute between ex-lovers and hopefully
a one-off.
Rubbish stil being dumped at the top of Harvey Road but there seems
little that can be done about that.  Also dog mess now and again but
again unless you see who's doing it what can one do?
Trying to support our local shops to stop them all closing...

AND there's the guy who lives further down Rathcoole Gardens I think (my neighbour saw him and recognises him), who has harassed me on more than one occasion, either when I'm gardening out front, or one evening ringing on my doorbell at 9.30pm (also pissed, very), complaining about my (regularly trimmed) hedge being in the way, why didn't I cut it down altogether and threatening to report me to the council!! He got short shrift from me. He's also white, shortish, dark hair, forties and Irish.
 
Finally, last summer, I had several of my plants stolen from my front garden whilst I was away by someone who knew what they wanted as they took my Wisteria and my olive tree, amongst other things. I was not only furious but upset as they were presents.
 
Anyone had any trouble with these two?

It has been a while since the last update and I am sure we all enjoyed not having to deal with any pressing issues...
Unfortunately we are faced with London Concrete once again and in a very typical manner of their modus operandume they have put a planning application in 30/07/2008 during summer holiday, when most families are away.

The application no. HGY/2008/1574 is for APPROVAL OF DETAILS described as followed:

Approval of details pursuant to conditions 5 (unloading facilities), 6 (materials), 8 (wash down areas / facilities), 10 (enclosure), 11 (hard / soft landscaping), 12 (levels of buildings, roads, parking areas), 13 (compliance noise monitoring programme), 14 (scheme specifying physical / administrative provisions to control noise), 18 (acoustic walls), 20 (measures to control and contain dust), 21 (covered conveyor systems), 26 (traffic control / management system), 31 (western loop), 40 (surface water) and 43 (wheel wash facility) attached to planning appeal reference APP/Y5420/A/05/1189822, original planning reference HGY/2005/0007.

The application has 12 drawing and 5 reports, which is full of technical details and in great need of scrutiny as you can probably imagine.

I have just downloaded them all from the above link and would suggest that as many people as possible do the same and try make sense of it ASAP, This request is particularly important if you posses the right technical skills to be able to scrutinise it.

Birkbeck are re-vamping their ON-LINE creative writing course. I am contacting people who have taken one of my courses in the past, or whom I know are interested in writing in some form, to see if they would be interested in joining an on-line course.
 
As you'll see from the syllabus, there's plenty to do, some of it familiar, a lot not. (The reading for the course has changed somewhat from that listed on the attached syllabus)
 
There are four optional Saturday morning sessions for those who can make it, and a writing site where materials and discussions can be carried out at the time to suit you.
 
If you need a course to get you back into the swing of writing or to recharge the writing batteries, then maybe this is it.

I was alarmed when I read Councillor Martin Newton’s letter in the Hornsey Journal yesterday,  titled ‘Danger of bid to rush through parking zones’.
His letter warns of the implication such a change of policy will bring about.

Subject: Crouch End CPZ

A meeting was held tonight (on 31 July 2008) at Hornsey Central Library in Crouch End concerning the council's consultation exercise over a proposed CPZ in western Crouch End.  A variety of council officers and councillors were present together with 20 representatives from Crouch End residents and community associations who formed a focus group that began to look at this process last October.  Lynne Featherstone was present and the Council's executive was represented by chair for the evening, Cllr Brian Haley.  Previous meetings had been chaired by Lynne Weber who seemed to be relegated to the sidelines for this evening's meeting.  Local Traders were represented by the manager of Banners and Christopher Freeman of Dunns who formally represented Crouch End Traders.

Crouch End's proposed CPZ consultation stretches from Mountview Road to the South and over to the borders of the current Islington and Highgate CPZ's, and then north along Ferme Park Road towards Central Crouch End and beyond.  It would be obvious that Mountview Road Road, Claremont Road and those areas bordering onto the existing Haringey and Islington CPZs would be in favour and this was indeed the outcome.  Most other areas were not in favour of a CPZ and tellingly for the council, when the whole area was considered there was a clear majority opposed to the implementation of a CPZ.  This creates a problem for the council, and the Lib Dem opposition, who have been in favour of a street by street implementation of CPZs.  As pointed out, although no-one knew where the very first CPZ was implemented, it was clear that from it's imposition (in Westminster if my memory holds true) that it would spread through the whole of London.  Islington is now wholly a CPZ and the imposition of a CPZ in that part of Mountview Road which lies in Islington was partly the catalyst for this consultation exercise which follows on from the consultations, apparently funded by TFL, in 2006 that focussed on parking around the stations of Hornsey and Harringay.  That consultation led to the imposition of a CPZ around Ossian Road and Mount Pleasant Crescent sparked by Islington's CPZ and the existing Finsbury Park CPZ implemented by Haringey.  There was clear evidence that the pretext for that consultation, commuter pressure on Harringay and Hornsey stations was an illusion.

Brian Haley, having been savaged in the course of the previous consultation exercise, which he inherited it must be said, was clearly not to be seen to be imposing a CPZ here even though there was clear support in those areas most affected by neighbouring CPZs and so the meeting was framed as bringing back to the residents' groups and other interested parties the result of the consultation; at no stage did Haley indicate what he would wish to see implemented, although Tony Kennedy, the council officer responsible did seem to indicate that extensions to the existing Highgate and Finsbury Park CPZs could be made to relieve the very clear pressure on those roads who are most affected.  It is clear that this will lead to creeping imposition of CPZs as relief for Mountview and Claremont Roads, which they really, clearly, desperately need, but will cause pressure on neighbouring areas which will then need a CPZ and then so on. Haley did not want to be held responsible for this - however whilst his reticence is understandable a rather more worrying policy emerged.  

It seems that it takes Haringey at least two years to carry out a detailed consultation exercise, leading to desperation for those roads most affected, but the alternative was presented as a new fast track solution, and an attempt was made to sucker Lib Dem councillors into a commitment to accept a "statutory consultation" as a first step solution to roads affected enabling them to be added to an existing CPZ.  It was not explained to the meeting that a Statutory Consultation is the LAST STEP in the process of implementing a CPZ.  It is the making of a statutory order for the imposition of a CPZ and whilst it technically allows interested parties a period of 21 days to make representations the first you will learn of it is a notice on a lampost if you read them, or a published notice in a local paper if you read them, and provided the council receives the representations they are under no legal obligation to act upon them as far as residents and traders are concerned.  Otherwise you will learn of it when the control notices are published and you are invited to buy parking permits for yourself and your visitors.  Haley asked the Lib Dem councillors present outright whether they supported this change of policy (his words) by the council.  I'm not sure they really understood the implications for those directly affected and those indirectly affected.

If a CPZ is implemented, as seems likely, by extension of the existing Finsbury Park CPZ to include Mountview Road (and Highgate to include Claremont etc) it will be by the imposition of a statutory consultation, and although this will directly affect the parking situation in Ferme Park Road, Ridge Road, Nelson Road and Inderwick Road (my personal interest I shall confess) we will not be included in a statutory consultation unless we happen to see it in a local paper or live in the roads directly affected.  We won't get a consultation document explaining how we might be affected, we will become aware of this when parking in our streets, although already difficult, becomes completely impossible as it will be when car hire firms in Kings Cross leave their surplus vehicles in our roads rather than Mountview where they are dumped at present, and all of the others who are looking for a free parking space - our roads will then be the closest free parking to central London!  Imposition of a CPZ by statutory consultation, without normal consultation process, is not democratic in the slightest, but will be remarkably convenient for Haringey as it will short-circuit the existing process in favour of dealing expeditiously with the problems for roads where parking pressure is intolerable.  Surely there must be a middle path, a consultation which observes democratic process, but which can be completed in less than the two years plus that current consultation process supposedly takes?  Statutory consultation takes approximately seven months we are told, taking into account the decision to implement, the issue of the statutory notice and then 'evaluation' and implementation (I do not believe that any CPZ has ever been modified as a result of representations made at a Statutory Consultation - the last we saw was the implementation of Stop and Shop in Crouch End, or "Pay and Display" as Haley called it).

I did make a formal request to the meeting that IF a further consultation exercise takes place on the imposition of a CPZ, or extension of an existing CPZ, that our (Nelson, Inderwick and the others on the east of Ferme Park Road) roads are included in such a consultation as we are directly affected and within 100 yards or so of an area where it could easily be foreseen that a CPZ was likely to be implemented.  I believe that our councillors, Stroud Green Ward, decided that they did not want us to be included in the Crouch End CPZ exercise, please correct me if I am wrong, and so the exercise was confined to Crouch End Ward as a political area, this makes little sense to me I must confess as we are so close to an area that would obviously vote yes to a CPZ.  I did receive support in this request for future consideration from both Crouch End Ward councillor Lynne Weber and Lynne Featherstone.

The councillors and officers will now report back to the Haringey "Cabinet" on September 15th who will then decide how to proceed, although no officer or Haley would indicate whilst I was there exactly how they would proceed.  My bet is an extension of the existing CPZs to help the roads who are most adversely affected, with the consequent pressure increasing on neighbouring roads including Inderwick and Nelson, with the consequential domino effect on other roads.  Although Crouch End as a whole voted against the imposition of a CPZ the plight of the roads affected at present is dire and it is difficult to see how a 'democratic' decision of Crouch End as a whole can be imposed upon them (or us in 12 - 18 months time).  We all know, and recognise I am sure, that the imposition of a CPZ is inevitable across the whole of Crouch End.  The council are quite content to sit back, in the light of the botched job of the last consultation inspired by council officers and TFL, and pretend to be democratic and listen to what residents say BUT they have their own agenda here and moving to a "fast track" solution of moving directly to 'statutory consultation' simply means that the council's officers decide to impement a CPZ because they have one letter in support (as happened with the Crouch End and Muswell Hill Stop and Shop plans to which 95% of local businesses were opposed) and before you know where you are you have to pay to park outside your house.

The Inderwick Road group, to which this is primarily sent, have the various documents issued by Haringey in the Files section - if you receive this e-mail and haven't been aware of this, or the proposed and controvertial change of policy to move directly to statutory, please contact the councillors concerned.

One last point - Crouch End traders made a plea through the manager of Banners and Christopher Freeman of Dunns for as short an imposition of CPZ as possible - limited to one hour (Haringey consults on two hours as a minimum, although as an 'example" - areas like Mill Hill seem able to survice with a one hour restriction) with alternation on either side of the Broadway to minimise the damage to traders, and also asked for the car park behind the Library and Crouch End Town Hall to be opened to residents or essential employees of local traders.  Although Haley has been prepared to discuss this before, and make reference to a policy of limiting the right of Town Hall and Library employees to make free use of this parking, tonight we were told that this is NOT in his remit and we should approach another cabinet member, Cllr Adje, who apparently controls this aspect of parking in Crouch End, so we couldn't even discuss a coherent parking policy for the whole of the area.  Is it any wonder that residents are sceptical of this council's parking policy?

It is a shame that by calling this meeting for school holiday time the meeting was not attended by those on holiday which included reprentatives from the schools who are directly affected, St Peters, St Gildas and Coleridge - however it seems that council officers, who are never present during school holidays if you try to reach them, or so it seems, have an unfailing knack for scheduling these and similar meetings for school holidays - how does that happen?

Splitting headache all day. That time of the month again.
Let me re-express myself. It's 2nd July and at 10.15 there plopped
onto my doormat my very own copy of 'Haringey People'.

'FREE FOR THE RESIDENTS OF HARINGEY' it trumpets. (I can just see the
residents of Hackney, Islington, Camden, Barnet, Enfield ... queuing
up to pay for their black market copies.) No, it bloody well isn't
free. Just like my so-called 'FREEDOM PASS: PAID FOR BY YOUR LOCAL
COUNCIL'. No, it bloody well wasn't. I've been paying for that for
decades, and I'm still forking out a princely £2.5K per annum for that
and a few other bits and pieces.

But don't get me started. Let's return to the (July) issue in hand, so
to speak.

Who are these Haringey People? Well, they seem to be a jolly set of
rather knowing yet childlike souls who go around opening this,
launching that, rolling out something else, exploring this
possibility, growing that, driving this forward - but always ON
CAMERA. They're usually in pairs - like hero(in)es of our childhood
readers: Peter & Jane, Dick & Dora, Janet & John - but mostly these
seem to be called Brian & Nilgun.

True, the pages of Haringey People sometimes allow for a few other
characters. George may welcome a new instalment with a cheery 'Failte'
and sketch out the story so far. Gina, cheerful yet strict matron of
her own ward, is allowed an occasional hearty 'Gia-su'. Lorna looks in
from time to time, quietly serious, to assure us that everything will
soon be under control. And to spread a little culture around, Dhiren
or Bob make the odd appearance.

Don't think that Brian & Nilgun are happy with such bit parts. Playing
at Doctors&Nurses in their own ward (St Ann's) bores them quite
quickly for this pair have other places to explore.

'Look, look! Brian is in a car.'
'Look, Nilgun, I'm driving my car.'

'Can I drive the car, Brian?'
'No, Nilgun, this is a SMART car - just like me.'

'It's a stupid car.'
'No, you're stupid, Nilgun. This is a Smart Green car.'
'I can see it's a green car - I'm not stupid.'

'Look, Lorna! I'm driving my new electric eco-friendly car.'
'But Brian, that is not your car. It's a pool car.'
'Yes, Lorna, and he said I was stupid. It's my turn now.

'Now Brian! What is our magic word?'
'Conservation, Lorna.'
'No, Brian. It's CON-SULT-ATION! Now it's Nilgun's turn.'
'Yeah but, no but ... I see a man with a camera. This is my photo opp
in my new Smart Green Electric Eco-friendly vehicle. Let Nilgun wait.'

'Boo hoo! I'm off to complain to Uncle George.'


And so they go their separate ways for a while. Nilgun teams up with
Lorna to advise Hazel Blears on her cohesive hair style and shade,
while the hirsutely challenged Immigration Minister feels distinctly
out of the script. Brian is off doing his Gentle Green Giant act,
waging a new war on litter. Who are his two helpers? They are not
named, for they are not REAL Haringey People - just two anonymous but
carefully representative Council sanitation operatives.

And so they continue page after page, getting acres of coverage in the
most unlikely feature articles. Page 23 sees them back together to
illustrate a piece called 'Keeping the Noise Down' - with not a hint
of a Noise Control operative in sight (Perhaps, like the SAS, they
can't be photographed.) But here we have a new Nilgun&Brian duo.
Brian, a little non-plussed, Nilgun in non-smiling Enforcement mode
look out to camera from a Fagin's Den of amplification which our
heroes have clearly just looted from the homes of some very deaf music
lovers.

So who was looking for new children's story material when we have such
a pair of lovable rogues falling through our front doors ten times a
year? Not since my Dandy and Beano days have I met a Dennis&Minnie to
match them.

But are they becoming over-exposed? You, dear Reader, must decide.

I reported it on line on Sunday morning and I got a call back from our local police this morning. I should add here that reporting crime on line, is NOT suitable for emergencies or cases that are unfolding in real time. Then you want to call 999
 
I wish and hope this is an isolated event, and no one else has to go through this kind of experience. But please be watchful and let us know if you have any additional information.

We had something similar a few years ago. I heard some rustling in the front garden at about 2 in the morning. Looked out the window and saw an old man on an old bike with loads of carrier bags full of plants!! He was too quick for me. Told the police but not alot they could do apparently.

Sorry about your bush/tree. Unfortunately garden thefts do happen and no
question, it should be reported to the police, along with any other similar
incidences. There may well have been incidences and it is only if the police
are aware of a sufficient number that they will be able to justify
allocating resources to the issue.

Perhaps other members might keep an eye out for any newly planted mature
bottle brush tree/bush. It will have been targeted by someone (local) who
knew it was there.

We have this sort of thing in spades up at our allotment site, and the police have proven to be profoundly useless at all times – even when an intruder has been caught red-handed, detained and handed over to them. Hi Ofer,

My neighbour at 192 SHR had an attempted theft of an old wooden painted wheelbarrow last week (I reported it on the website).  Fortunately it was chained to the ground and was not taken but badly vandalised  and a plant pot smashed and my neighbours were very upset as the wheelbarrow had been in the family for many years.  The police were informed and they asked if perhaps anyone might have had a reason to do this (argument with another resident or some such) but my neighbour couldn't think of anything.  I advise you to also tell the police as this might be another wave of garden theft.  I also informed our community police team in the guise of Bob Stevenson.

You may remember that there was also a spate of planter theft in Granville Road about 2/3 years ago.

My husband's bike was stolen front the front of our house on Uplands Rd a few months ago, we called the police and they weren't very interested! But i'm glad that i reported it anyway, i think it's important that they know things like stealing from people's front gardens is occuring, even if it only means that they send a few more patrol cars down the road. Sorry about your tree :-(.

Thanks, I was keen to know as my two children had heard rumours and it's
important to
reassure them with facts rather than speculation. I've since learned that there
was indeed
an anonymous email sent to the Head on Thursday with a threat to abduct a child
- not
any specific child, just a child - so police, Haringey and other agencies have
leapt into
action. You would think it would be fairly easy to trace the computer it was
sent from via IP
addresses but apparently it's a complex procedure. Either way, it sounds like a
prank to
me.

Do you know anyone who was fined for stopping in the yellow traffic boxes in Philip Lane N15?

Alan Stanton is trying to bring pressure for the Council to repay some traffic fines issued between December 2005 and May 2006 for people who stopped their vehicle in the yellow criss-cross boxes painted on the road outside the Arriva Bus Garage in Philip Lane.

The yellow boxes were, of course, painted for a sensible, practical purpose - to let buses in and out of the Arriva Garage. Unfortunately, in May 2006 it turned out that the boxes didn't comply with Department for Transport regulations. Haringey stopped enforcing them and the cameras were removed.

Just to be completely clear, it applies only to the yellow boxes in Philip Lane N15 outside the Arriva Bus Garage.  Cllr Haley may have queried the figure (3,746) for the number of fines which Council officers gave for this location. It may even be as low as 2000.

Alan is advising anyone who got and paid a fine at this location to contact Haringey Parking Service for a refund.

He would also like to hear from people who have already applied, or now apply for a refund and whether or not they get it. Since there was no parking offence, there should be no question.
