Ofcom has today published its statement on the Digitail Dividend
Review. As we feared, they have outlined a pure market auction approach
to the release of all spectrum freed by DSO with the exception of PMSE
(programme making and special events) spectrum, which will be allocated
via a 'beauty contest'.
Ofcom has also outlined plans for a second consultation phase, which
will run from Spring to Summer 2008. Public Voice will lobby and
influence both Government and Ofcom during this time in an attempt to
modify the auction process, so that civil society groups may at least
be given some chance of participating in the auction process.
