I'd think you'll need the permission of both Chaosium and Niven to issue
City in the Jungle as a pdf - even a freebie. It's still an Intellectual
Property, even though Chaosium don't hold the RW licence any longer, and
it'll need their sign-off. And, given the RW rights for TV/film, Niven's
agent may need to be consulted.
Also, the scenario rights (as opposed to the background info rights)
legally belong to me (I think), so you'll need to find a shit-load of money
to secure my permission ;-)

It probably won't have much in the way of art (except maps and diagrams).
It will be very low budget. The pdf will be given away for free - can't
make a profit out of it and i will need to recheck with Chaosium and Niven
if it is possible.
