I had in mind the Ringworld, given the proximity of an outsider base to
this structure, that the approach to the Ringworld is very well defended,
and that information on other less defended worlds could be gotten through
less drastic means available to the patient outsiders (tapping into
hyperwave and radio communications or scanning uninhabited worlds from low
orbit). It is only because the ringworld is paradoxically pre-space flight
yet very well protected and that the demand for RW is at its greatest in
the 'Throne' era that the usual patient passive means used by the outsiders
cannot be applied.
