Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.
... it may not be due to any of the reasons stated. Windows may have blocked opening the file because downloaded ".chm" files are now regarded as a security risk and your current security settings are set to medium (default) or higher.
The solution is as follows: (In the Windows Explorer)
1.
Right-click the CHM file, and then click Properties.
2.
Click Unblock.
3.
Double-click the .chm file to open the file.
Microsoft has superseded the .chm format for Help files. There is a new help system for Windows Vista which is designed to overcome the security risks associated with .chm files.

I can't understand this. I've just downloaded the zip file myself, and unzipped all three files into an empty folder, then run it from there, and the Help worked perfectly, both from the menu and by pressing F1. That's on Vista.
