I can't comment on NA70 because I do not have that simulation, but for EX90, as long as the freight working is a plain arrival and does not go on to become another movement you can put it into RA. After a short period, the incoming locomotive will become available for refuelling or shunting to the shed. If the freight is a through working, you will need to send it to one of the through lines, noting of course that you can't run round on the bottom road.
