New Europeans drift home with broken dreams

DISILLUSIONED migrants from Eastern and Central Europe are returning home as
their dreams of a better life in Britain turn sour.

Five weeks after their countries joined the European Union, the reality of
life here is proving tougher than many hopeful migrants expected when they
boarded aircraft and coaches for London.

They have found it much more difficult than expected to find work, housing
and even to open bank accounts.

Migrants from largely rural areas have been bewildered at finding themselves
in a city the size of London. The plight of those coming unable to speak
basic English has been even worse.

Some have been victims of “scams” in which they handed over cash to
fraudsters with promises of non-existent jobs or housing.

The Polish Foreign Ministry recently estimated that, since May 1, 15,000
people had left Poland for London and that 8,000 had returned. It is not
clear how this figure was reached because free movement within the EU means
that there is no counting of Poles departing from or arriving in their
country.

But the difficulties facing migrants travelling to Britain and the stories
of those who have returned have been sufficient to prompt action by the
governments of Poland and the Czech Republic.

At a press conference to inform Poles about the realities of life in this
country, the Polish Government warned migrants that they should have a job
lined up before departing, speak English and should not travel on the basis
that it would be easy to get a job.

Within ten days, the Czech Embassy in London had 40 people seeking help to
return home after finding out that life over here was not as comfortable as
they had expected. Before May 1, the embassy would have had about twelve
people a month seeking assistance.

In Poland newspapers and magazines have published reports under headlines
such as “Polish Hell in London” and there have been articles claiming that
some job advertisements in the Polish press are an elaborate criminal
racket.

Young Poles have been returning home penniless having failed to find work.

Yesterday, at Warsaw’s international bus station, Stefan Barcinski emerged
at the end of a 28-hour journey from London just delighted to be back home.
Mr Barcinski, a dishevelled construction worker, said: “I didn’t get any
work. London is so expensive. I had to live off bread — just bread. I will
never go back.”

Watching over all of this is a woman who has seen it many times before.
Kasia Szuwinska is a travel assistant who has been with the Atas Travel bus
company for three years.

“Many Poles who went on or just after May 1 will be disappointed,” Ms
Szuwinska said. “It will take a few weeks for their savings to run out.”

Jan Mokrzycki, President of the Federation of Poles in Great Britain, said
that many Poles who had come to Britain after Poland joined the EU on May 1
had returned already.

“I think what happened in Poland is that too many people thought that now
they could travel freely throughout the EU, they would just go to Britain
and find work,” Mr Mokrzycki said.

“People, mostly single men, have been arriving without knowledge of English,
without accommodation and without work.

“It has been difficult and tough for them. Many have returned to Poland.”

For some of those returning there is a sense of shame at being seen as
having failed, but Mr Mokrzycki said that there would be longer-term
benefits. “I am very happy that people have gone back,” he said. “People who
have had a bitter experience will spread the word that it is not easy in
Britain. It is better if those coming are better prepared, have a basic
knowledge of English and a contact for employment.”

Ten countries — Poland, the Czech Republic, Hungary, Latvia, Estonia,
Lithuania, Slovakia, Slovenia, Malta and Cyprus — joined the EU on May 1.

On that date citizens of those countries had complete freedom of movement
throughout the EU. But alarm at the prospect of large numbers of migrants
heading West led existing member-states to place restrictions on the
newcomers’ access to jobs and social welfare benefits.

Official estimates on how many have travelled to Britain since May 1 and how
many have registered for work will be published this summer. Whitehall
officials say that the general impression after five weeks is that the
amount of traffic is “slightly up”.

The Czech Embassy in London said yesterday: “Our people should be aware
that, if life is difficult in the Czech Republic, it is as difficult, or
even more difficult, in Britain.”

ALONE and sitting on her battered suitcase, pale Polonia Dobrowolska finally
breaks into a smile when she sees the bus which will finally take her home
and end her nightmare.

Just one month after arriving at Victoria coach station in London to begin a
new life, the 20-year-old student from Krakow is going back to Poland for
good.

She says: "It's been a horrible experience. I've been robbed. No-one told me
how difficult life would be here - I'm never coming back."

Faced with soaring unemployment in Poland, she left her homeland for the
first time last month, full of enthusiasm for a new life in the UK.

When Poland - along with nine other countries - joined the EU on May 1, she
had been desperate to take advantage of her new right to live and work in
Britain without needing a visa or permit.

Like other migrant workers, Polonia dreamt of a new life, a fresh start. But
the reality has been very different.

Despite fears the UK would be flooded, many immigrants are already returning
home - left crushed by their experiences.

Doom merchants had warned of a surge of foreign workers who would prove a
crippling drain on our hospitals and public services.

But instead of a flood, there has barely been a trickle. In fact, the Polish
Foreign Ministry estimates that of the 15,000 Poles who travelled to the UK
since the start of May, 8,000 have now returned.

And Polonia's blue eyes witness pitiful scenes involving her fellow Poles at
the coach station. Dirty and dishevelled migrants hardly out of their teens
wash in the station's drinking fountain because they can't afford the 20p
needed for the public toilets.

Up to 60 coaches a day shuttle between Warsaw and London, pouring out crowds
of new hopeful migrants - and then collecting Poles whose optimism and cash
have been exhausted. Like Polonia, they have learned the hard way. Some
migrants hand over money to dodgy middlemen before leaving Poland, hoping to
smoothe their path to new jobs in the UK. But they discover they have been
cheated of their savings when they arrive in London. Polonia says: "Minutes
after I got here I had the promise of a job and somewhere to stay. You can
imagine how happy I was. All the good things I read in our newspapers in
Poland about working in Britain seemed true."

She was approached by a gang of Polish gipsies who pounce on new arrivals in
London. A woman called Agata persuaded Polonia to part with Ł150 from her
Ł500 savings - equivalent to twice her monthly salary in Poland. She was
ushered into a mini-bus with three other migrants and taken to Southampton.
"This was my first time abroad. I didn't even know what London looked like.
I trusted the woman because she was Polish. She said I would have a job in a
meat factory and receive Ł250 a week. They wanted Ł150 for rent and to
arrange my work."

She paid. Later that night Polonia realised she had to share her room with
three strangers. Sobbing in despair as she lay on a stained mattress,
Polonia had become a prisoner in a cockroach-infested room run by the
gipsies.

She eventually fled and returned to London and a newsagent's shop near
Ravenscourt Park Tube station - an unofficial first port of call for most
Polish migrants. Hundreds of hand-written Polish adverts in the shop window
attract hordes of tired and hungry Poles to a place known among them as the
"Wall of Tears".

Sleeping on the floors of kindly Polish ex-pats, Polonia moved from house to
house, surviving on tins of cold baked beans.

Climbing on board the Warsaw-bound coach, Polonia fights back tears of
confusion as she waves goodbye. "I was so hungry I would have worked just
for food. Walking through Soho at night terrified me into a decision. I had
just enough money left for my coach. It was time to go home or maybe fall
into prostitution. Who else could I ask for money? My parents gave me all
they had. I wanted to send money to help them. Life here was impossible."

A 25-year-old woman who would only give her name as Sylwia said she was
returning to Poland after a month spent working as a waitress in Camden,
North London.

She says she narrowly escaped being tricked into the Soho sex trade by an
Albanian man.

"I wanted a new life here but I am going home after a bad experience. When
girls like me arrive here alone, they are very vulnerable. Britain has
opened my eyes to the world."

Another disillusioned woman called Vera, 32, said: " We came here to work
but we are leaving like beggars. We were tricked. We were told there were
millions of jobs waiting for us. We have been made to look stupid".

The Polish embassy in London has evacuated dozens of destitute migrants back
to Poland since May 1. One man almost died after his life-saving medication
for a heart condition was stolen as he slept rough at Victoria coach
station.

The president of the Federation of Poles in Great Britain, Dr Jan
Mokryzycki, said: "We are facing an emergency. Some Poles who remain here
are struggling on the street.

"Polish newspapers promised them Eldorado. People were lied to and have been
exploited by criminals."

Immigration Minister Des Browne said official figures so far showed the
number of migrants was "a trickle, not a flood" and many were staying for
weeks or months rather than years. He said it was now clear that "wild
exaggerations" of 1.6 million EU migrant workers coming to the UK were
"ridiculous".

I met two members (Basia and one other) at a charity dance event at POSK recently.

Knowing that Poles are enthusiastic about dressing-up and dancing (enthusiastic relative to the English, at any rate) I said I'd let members know of a charity event I have a hand in organising; please see the attachments*.

This is an excellent event, at a good price, and in aid of a good cause.

Those who dance in a non-systematic way should not feel intimidated; they will not be alone.

Those who did not know the dedicatee, Roger Woor, need not be concerned.

In all only 200 tickets are available.

If you have too little time to send a cheque, let us know by phone that you want to come (see poster) and we'll reserve you a ticket for collection on the door.

The British Heart Foundation (www.bhf.org.uk) was established in
1961 and is involved in action against heart disease.  It promotes
training in emergency life-support skills, provides life-saving
equipment, information and support to patients and their families,
funds for research, and education for the pubilc and health
professionals.

Nicky Miles is a well known organiser of dance events.  He is a
Fellow of the ISTD, and a Committee Joint Chairman.  He is also a
competition Scrutineer and Adjudicator.

Simon and Heidi Cruwys are former UK Professional Ten Dance
Champions.  Simon is a Fellow of the ISTD, and a Committee member.
He is also an Examiner, and a competition Adjudicator.  Heidi is a
Fellow of the ISTD, and an Adjudicator.

Simon and Heidi's appearance is supported by Bird and Davis Ltd,
retail and trade manufacturers and suppliers of bespoke artist
stretcher frames, linens and cottons, canvases, easels, and art
materials (www.birdanddavis.co.uk (020 7485 3797).

Cecil Sharp House, 2 Regent's Park Road, London, NW1 7AY
(www.efdss.org) is a 1930s listed building, and is the home of the
English Folk Dance and Song Society.  For over 100 years the Society
has promoted the knowledge and practice of the traditional song and
dance of England.  The Kennedy Hall is 360 sq m (4000 sq ft), has a
sprung floor, is wood pannelled, has a double storey ceiling, and
features along its length a celebrated mural by Ivon Hitchens.

Free parking is available in some roads surrounding Cecil Sharp
House, and in London Zoo car park (via Gloucester Gate, opposite)
until midnight.

Camden Town Underground Station is within easy walking distance.

studiował prawo w Londynie?

Najlepiej byłoby gdyby znalazł się ktoś kto robi doktorat, gdyż
właśnie zrobieniem doktoratu na którejś (niedookreślone) londyńskiej
uczelni się interesuję.
