Alan,
in the penultimate para of page 6 of the letter from Colin Brow (see
files section) the listing of the building is named as a hurdle to
implementing the "new build" (demolition) options.
I agree we should urgently investigate how the listing process works.
It maybe a way of buying time - just by applying for listing may stop
them pulling down the building until a listing judgement has been
made.
There could be a risk that listing the building becomes a "double
edged sword" – stopping demolition but also preventing modifications
that would be in the users interest.
