Further to my request for feedback (and Sotira's), here's some thoughts from
Francisco - it looks like the basis of an AAE contribution.

Hi Robert,

Just wondering if the AAE is planning to send a contribution for the
consultation process. I think it will be very important. Please let me
know, deadline next week. This is what to do:


HOW TO RESPOND
7.2 The consultation period will begin on 22 March 2006 and run for 12
weeks until 16 June 2006. Please ensure that your response reaches us by
