In some cases, yes, but not this one.

If the UN doesn't agree then they should accept it. It might be the
French and Russians being difficult but the rules say they have vetoes
and they can use them if they want to - like the US and UK have done
when it has suited them.

Bodies like the UN, Parliament and courts only continue to have any
meaningful authority when you accept and abide by the decisions you
don't like just as much as the ones you do.

If they think that resolution 1441 gave the US and UK authority to go
to war then they shouldn't have come back wanting another one. They
obviously didn't think it did when they first came back.

Now they have put themselves in the position of saying that they asked
the UN a silly question and are ignoring the silly answer they got
even if it destroys the UN in doing so.

If I were Putin or even Chirac I'd be sorely tempted to say I'd give
military aid to Iraq to defend itself if the US and UK attack without
UN sanction.

It's probably as well I'm not either of those people.
