Seem like I have got some of it wrong. I thought I had paid attention to detail.
So to put it straight here is the E-Mail sent to put me correct.

I am sorry but you have got some of this wrong ....The money came mostly from Awards for All then from Brighter Borough Funding from Atherleigh Cllrs Aldred, Turnock and self and a smaller amount came from Wigan and Leigh Housing  - The residents have not paid for it themselves -       -    by way of explanation -   myself and their treasurer put the bids together -  The Bridgers would be upset by the "no thanks"  because they have received thanks and praise from their residents. Everyone is really pleased and I have been thanked for the part I played on the bid the planting days and ordering and filling the panniers.  
 
 .... the "because no one else would pay for them" about town centre baskets  sounds not quite right it was because there was no where money could be found for a second year of "free" baskets ...the traders were offered them free last year      -     I am  concerned that business people may feel affronted !
 
The Council have played their part by watering the panniers in Howe Bridge which is quite expensive for 30 panniers. Appox £3,000 for the year
 
and finally - The "paint job" does not belong to the council - however the property does and as landlords and as conservation officers they have asked for the paint to be removed which is not an easy task  - which is  removing an oil based paint from porous bricks.
 
 
I just hope you message has not got anyone's back up. Sue thank you for pointing out what's what.
It was not meant to upset but to inform those that don't know.
No I was not trying to get backs up but put the record straight and was not meant to upset anyone.

Hi All
To put the Record straight.
First of all the Bridgers have paid for all hanging baskets Leigh Road Howe Bridge Planters that look so good.
Second the council are only watering them they are playing no other part.
The Bridgers have done all the work even placing hanging brackets for those who could not fix them self's
The Bridgers have done all this work unpaid and to date with no thanks.
Well let's put that straight as well.
Terry and all the bridgers are great people and I would on behalf of ARA Atherton Residents Assoiation like to say a big thank you to them all for there efforts.
What a credit to them all Howe Bridge is and all the way from the Punch Bowl to the old LUT site.
But it does not end there they have also paid for the ones in ATHERTON TOWN CENTRE. (because no one else would)
Then over the weekend some little could not care has damaged some of the hanging baskets.
The Chippy.
Now to that Paint Job it does belong to the council and they have told him that one it's a conservation Area and it's up to him to clean it off.
It's there's and he should not have done this with out permission.
 
Once again I would like to say all this information can be yours free if only you attend the ARA Atherton Residents Assoiation Meeting,
The next one is next Tuesday the 5th August 7.30pm St Richards Club. Crab tree lane, Stanley street, Mayfield street.
Once again it's thanks to the Bridgers for all there efforts.
