We had a good turnout again at Bath Green Drinks last month, around 30 people. Unfortunately I'd forgotten to book our usual room, so we spent the first half of the evening downstairs in the pub. So, apologies for the disruption and inconvenience. This month we'll return to our usual cosy location!

So, come and join us for a drink on Wednesday next week. Its your chance to socialise and network (and sit on comfy sofas) with some of the more environmentally minded people in the area. We're upstairs at The Rummer, overlooking Pultney Weir, on Grand Parade, from 8.30pm.

Vote for the Two Tunnels Route

The Two Tunnels Route, which heads south from Bath via a disused railway line, is one of 79 sustainable local travel projects around the UK that will go ahead if Sustrans wins a National Lottery vote this month. The Sustrans Connect2 project could win £50million to invest in cycling and walking routes, but it is up against 3 other major schemes. It needs your vote to help it to win. Vote for Sustrans and the Two Tunnels Route

You have until midday on Monday to help Sustrans secure £50 Million of lottery money. If they win, they'll spend the money on a host of cycling and walking routes around the UK, including the prestigious Two Tunnels Route, which will reopen two disused railway tunnels to the south of Bath.

Sustrans needs your votes in order to win the money. You can vote in three ways:
  1. From a land line. Call 0870 24 24 602 to vote for Sustrans.
  2. From a mobile. Call 0870 24 24 602 to vote for Sustrans.
  3. Vote online - go to www.thepeoples50million.org.uk to register and then vote
You are allowed to use all threee ways of voting, so make the most of it.

It's been estimated that over 60 million active, low carbon journeys will be made each year on the new Sustrans routes, potentially saving 79,000 tonnes of carbon - the equivalent of emissions from 79,000 people's annual car use. We had a slightly smaller than usual, but nevertheless highly enjoyable Green Drinks meeting in January. Next week we meet up again, so why not join us for a drink on Wednesday, when you can socialise and network with some of the more environmentally minded people in the area. B&NES and Climate Change Strategy
This month we'll be having a short talk from councillor Ian Gilchrist about the Council's low carbon strategy. Come along and find out what they are doing to reduce the carbon footprint of Bath.

Bristol - Bath Cycle Path Under Threat

Plans have been put forward to convert a section of the cycle path near Bristol into a bus route. Cyclists and pedestrians will still be able to use a narrow strip at the side of the bus route, but the peace and tranquility of the route, as well as all the path-side vegetation, will be destroyed. Sustrans are "implacably opposed" to the plans, which would desecrate one of the most heavily-used parts of the National Cycle Network. B&NES are part of the group making this proposal. Sign the petition against this, and write to your local councillor and MP.  Sustrans have also set up a petition. We had a great Green Drinks meeting in February. Lots of people were there, and Councillor Ian Gilchrist gave use a short talk about Bath & North East Somerset's climate change strategy. This stimulated some lively discussion.

B&NES and Climate Change  - What You can Do
In his talk last month, Cllr Ian Gilchrist said that around two-thirds of local councillors aren't concerned about climate change. Of course, they are concerned about the views of their constituents, so if you'd like to see environmental issues move higher up the political agenda, write to your local councillors and let them know about your concernes, and what you'd like to see the local council do. A handy shortcut is to find a newspaper cutting about a topic that concerns you, and send it to them with the comment "What is the council doing about this?" Summer Special Event - Wed 2 July - Green Drinks Bike Ride

This is our annual event where Green Drinks goes mobile for one evening. We'll be getting on our bikes and cycling along the railway path to The Jolly Sailor at Saltford, to meet up with Green Drinkers from Bristol. Its a gentle, flat, half-hour ride to a pub in a delightful location. The pub does good food, and we can sit round the tables outside and enjoy the view over the river Avon.

Summer Special Event - Green Drinks Bike Ride - This Wednesday, 2 July

This Wednesday its our annual event where Green Drinks goes mobile for one evening. We'll be getting on our bikes and cycling along the railway path to The Jolly Sailor at Saltford, to meet up with Green Drinkers from Bristol. Its a gentle, flat, half-hour ride to a pub in a delightful location. The pub does good food, and we can sit round the tables outside and enjoy the view over the river Avon.

Meet at 6pm, with your bike, on the green in front of Norfolk Crescent. (Near Sainsburys, where the road leads down to join up with the river path. See here for a map.) We'll be departing at 6.15. Dont forget to bring lights, as it will be dark on the way back.

Despite the offputting weather forecast, we had a fantastic, sunny, clear, calm evening for our Green Drinks Bike Ride last Wednesday. Eight of us cycled to The Jolly Sailor at Saltford and met up with another dozen who had cycled over from Bristol. We enjoyed some al fresco eating and drinking, whilst watching the antics of canoeists on the river.

Come and join us on Wednesday next week for more stimulating socialising and networking with some of the more environmentally minded people in the area. We're upstairs at The Rummer,  (map) overlooking Pultney Weir, on Grand Parade. From 8.30pm. Anyone interested in environmental issues is welcome.

This month we'll be having a short talk about the National Camp for Climate Action which will be taking place in August, to protest about the building of a new coal-fired power station. Come and find out what its all about.

Green Babies

Two couples who met at Bath Green Drinks in 2006 have both just had their first babies. Inga & Mark had a daughter on June 1st, shortly followed by Liz & Nigel, with another little girl on the 15th. Congratulations to both of them - and welcome to Bath Green Drinks' newest and youngest members!

3-11 Aug - National Camp for Climate Action
This year's camp to protest against activities which increase climate change is at Kingsnorth, Kent. The Government is proposing to build a major new coal-fired power station. Sustainable Communities

The Sustainable Communities Act came into force last October.  This Act, in principle, gives citizens and Local Authorities power to make things happen - bottom up, not top down. Suggested areas include renewable enegy projects, energy saving, traffic reduction and encouraging walking and cycling etc.  But, people need to ensure their local council "opts in" to the process this autumn.  For more information, see www.localworks.org

Be The Change

This month we're pleased to welcome Trenna Cormack, author of Be The Change - Action and reflection from people transforming our world. Its a book of interviews with 28 pioneers who are making a difference in the world today, covering such diverse fields as education, health, the media, business, peace and the environment. Trenna will be talking about the dynamic, first-hand accounts of courage and innovation that are transforming our world, and bringing about a brighter future. Yes we can!

350.org
Last month I mentioned the One Hundred Months Initiative, aimed at stimulating massive action on climate change within the next 100 months (well, er, down to 97 months now).  Well, now there's another urgent web-campaign: 350.org This is all about capping the level of carbon in the atmosphere at 350 ppm - the maximum now thought to be permissable to aviod climate change running away out of control. The challenging thing is, we are already at 387ppm and rising - so we have to act fast and on a large scale. Join 350.org to find out what can be done. And encourage all your friends to join too!

Last month we had a great meeting, buzzing with more than 20 people. There were several new faces, including students and staff from Bath University. Bath Green Drinks will be held at a new venue this month, following the closure of our regular venue, The Rummer. The Rummer closed its doors for the last time on Sunday, so, after seven years of meeting there regularly, Bath Green Drinks is now seeking a new regular venue. This month, we'll be meeting at The Porter. We'll see how this goes, and perhaps try out other venues.

So, come and join us at Bath Green Drinks next Wednesday to chat and mingle with some of the more environmentally minded people in the area. We'll be in the side room of  The Porter, on George Street (at the top of Milsom Street) (map), from 8.30pm. Anyone interested in environmental issues is welcome.

The Porter is "Bath's No 1 Vegetarian Pub", and does great vegetarian and vegan food - so you might want to turn up early and have a bite to eat. They take food orders up to 9pm.

Stop Bristol Airport Expansion
Bristol Airport will shortly be applying for planning permission to increase passenger numbers at the airport from the current 6 million to 10 million by 2016. This will have a catastrophic effect on local CO2 emissions - the increase in emissions will be more than the target reduction for the whole of the BANES area. Bath Green Drinks was at The Porter for the first time last month, and it went well, with about 20 people coming along, so we'll be back there again this month. We'll make a few adjustments to the seating to give people more room to mingle.

So, come and join us at Bath Green Drinks next Wednesday to chat and mingle with some of the more environmentally minded people in the area. We'll be in the side room of  The Porter, on George Street (at the top of Milsom Street) (map), from 8.30pm. Anyone interested in environmental issues is welcome.

The Porter is "Bath's No 1 Vegetarian Pub", and does great vegetarian and vegan food - so you might want to turn up early and have a bite to eat. They take food orders up to 9pm.

This month Bath Green Drinks is trying out a new venue - The Rising Sun. This is a cosy, traditional pub in Grove Street: just over Pultney Bridge, then first left (map). 

So, come and join us at Bath Green Drinks next Wednesday to chat and mingle with some of the more environmentally minded people in the area. We'll be in the back room of The Rising Sun, from 8.30pm. Anyone interested in environmental issues is welcome.

Summer Special Event - Wed 22 July - Green Drinks Bike Ride

This is our annual event where Green Drinks goes mobile for one evening. We'll be getting on our bikes and cycling along the railway path to The Jolly Sailor at Saltford, to meet up with Green Drinkers from Bristol. Its a gentle, flat, half-hour ride to a pub in a delightful location. The pub does good food, and we can sit round the tables outside and enjoy the view over the river Avon.

Meet at 6pm, with your bike, on the green in front of Norfolk Crescent. (Near Sainsburys, where the road leads down to join up with the river path. See here for a map.) We'll be departing at 6.15. Dont forget to bring lights, as it will be dark on the way back.

Campaigns

Save Bathampton Meadows
The campaign against the proposed 1400-space car park on Bathampton Meadows is gathering pace. Opposition to the scheme is widespread among local residents and various interest groups. If it goes ahead, we could see protests on the scale of the Batheaston Bypass protests 15 years ago. The planning application is currently being considered by the Secretary of State, and opponents are asking people to send emails urging him to hold a public enquiry. Save Vestas Wind Turbines
Vestas plan to close the UK's only wind turbine factories on the Isle of Wight. Workers are occupying the factory to pressure the government to nationalise the factories and continue production under new management. B&NES Sustainable Community Strategy

This Thursday, 10 September, local councillors will meet to agree a revision of the B&NES Sustainable Community Strategy. This is the long term, overarching plan which influences all other Council straegies until 2026. If we want B&NES to make changes to improve our world, we need to get the right vision into this SCS.  It is vital that the "Vision" has preventing climate change as the topmost priority, overriding all others.

You may want to look at the SCS and associated documents, and go along to the council meeting yourself. If you want to speak at the council meeting, you will have to register before 5pm on Monday, by contacting democratic_services@.... You may also like to contact your councillor and express your concern about this.

Despite opposition amongst local residents and various interest groups, the Government Office of the South West have refused a public enquiry into B&NES' plans for a 1400-space car park on Bathampton Meadows. With the legal options for stopping the scheme now exhausted, the focus of opposition will now shift towards protests and direct action - which could be on the scale of the Batheaston Bypass protests 15 years ago. B&NES Core Strategy - Your support needed for local renewables

The Core Strategy sets the long-term vision for development throughout B&NES until 2026. It will have far-reaching influences on climate change, transport, housing and jobs. Your support is needed. Research comissioned by the Council shows that locally-generated renewable energy could potentially provide 46% of energy used in buildings. But the Council are not sure that the public will support this target, so they are instead proposing a lower target - just 9%! If you'd like to see more local renewable generation, then tell the Council what you think. For details, scroll to the bottom of this email. Deadline for comments is now 15th January.

B&NES Core Strategy - Your comments needed

B&NES are drawing up their long-term vision for the area, and they want to hear your comments, on topics such as how they'll tackle climate change, and transport. They want to know whether the public will support them if they push ahead with ambitious plans to tackle climate change.

The Core Strategy Options Document sets out B&NES' current proposals, and asks a number of questions which they'd like public feedback on. Please take a look at it, and let them know your views. The document is long, but dont be daunted. Two of the most important sections are Climate Change (p36-41),  and Accessibility and Transport (p65-67).  If you would like some suggestions about how to respond, see below - although it is always better if you use your own words.

You can find full details of the Core Strategy, and how to submit your comments, on the B&NES website.

Suggested Responses

Several of the questions refer to "thresholds" and "targets" without making it clear which threshold and target they are referring to. The suggested answers below give specific figures to make them unambiguous.

Climate Change (p36-41)

Renewable Energy generation (whole of BANES)

Question DW6: "Do you agree with the targets suggested by the research or should we aim for higher targets?"
Answer: There is a national target to reduce CO2 emissions by 34% by 2020. Research comissioned by B&NES shows there is a technical potential for generating 46% of energy consumed in buildings using district-wide renewable energy generation by 2020. The target set in the Core Strategy should be 34%, in line with the national target.

Question DW8: "Do you think a local policy should be developed to support retro-fitting?"
A: As stated in the research report comissioned by B&NES: "The need for action on existing property is demonstrated by the fact that carbon dioxide emissions relating to existing buildings far outweighs any potential carbon emissions that might occur from proposed new developments." It is vital that B&NES takes a more permissive stance on retro-fitting. A local policy should be developed which will support and encourage the retro-fitting of existing buildings for energy generation and reduced energy consumption, where feasible and appropriate. The policy should include listed buildings and those in conservation areas.

Decentralised Energy to Supply New Development

Question DW9: "Do you agree with the targets suggested by the Research?"
and DW10: "Do you agree with this threshold?"
A: As suggested by the research, there should be an interim target for the period up to 2013 that new developments of more than 10 homes should achieve a 20% reduction in emissions.

Sustainable Construction and Energy Efficiency

Question DW11: "Do you agree that major development should meet higher targets than national standard?"
A: I support the proposal to accelerate the introduction of more stringent energy efficiency standards for major developments, ahead of the national timetable.

Question DW12: "Do you agree with the threshold or should it be lower?"
A: I support the lowering of the threshold of what counts as a major development.

Sustainability Checklist

Question DW13: "Should the Checklist be required as part of planning applications?"
and DW14: "Should use of the South West Sustainability Checklist be discretionary?"
A: The South West Sustainability Checklist should be a required part of planning applications.

Accessibility and Transport (p65-67)

Question DW29: "Does the proposed core policy for Accessibility and Transport include all the necessary elements?"

A: The Core Strategy Options Document states: "Reducing the need to travel by car and making it easier to use other types of transport is vital to reducing the effects of climate change." (para 2.134), and "The draft RSS through both the spatial strategy and transport policies is aiming to move away from the use of the car towards  more sustainable means of transport. This will also help to reduce congestion on our roads. It also suggests that priority should be given to investment in public transport and walking and cycling networks rather than responding to demand for improvements to road networks. ..." (para 2.136) However, this approach does not appear to have been adequately reflected in the proposed policies.

The 1994 SACTRA report found that when road capacity is increased, this stimulates an increase in traffic. In France, the opposite effect has been observed: when road capacity is reduced, the amount of traffic decreases. With Peak Oil approaching, fuel prices are likely to rise significantly in the period to 2026, and this will reduce the demand for road space. The Core Strategy should be planning for a move away from motor-vehicle transport, and towards a variety of low-carbon alternatives, such as walking, cycling, buses, horses, trains, trams. A quick, low-cost way to acheive this is by reallocation of existing road space away from motor-vehicles and over to low-carbon transport.

Suggested revisions to proposed policies (p65-66, revisions in capitals): 

* REDUCE THE NEED TO TRAVEL BY PROMOTING A RANGE OF FACILITIES (EMPLOYMENT, SHOPPING, EDUCATION, HEALTH, LEISURE, FOOD PRODUCTION, ETC) WITHIN ALL LOCAL COMMUNITIES.

* Improve transport links between major centres of population and the connection of all communities (new and existing) to the strategic road and rail transport network WHERE FEASIBLE WITHOUT PUTTING CLIMATE CHANGE OBJECTIVES AT RISK.

* Develop an integrated cycle network TO COVER ALL CENTRES OF EMPLOYMENT, EDUCATION, SHOPPING, HEALTH AND LEISURE.

* INCREASE THE PROVISION OF CYCLE PARKING

* Promote healthy lifestyles by encouraging walking and cycling AND DISCOURAGING DRIVING.

* Parking provision and management policies to reflect local circumstances and wider transport AND CLIMATE CHANGE objectives.

* Reuse redundant railway routes for sustainable, NON MOTOR VEHICLE transport.

* Development proposals should address their impact on local transport systems INCLUDING RELATED GREENHOUSE GAS EMISSIONS and also make a contribution financially and contractually (e.g. through the adoption of travel plans) towards meeting THESE ACCESSIBILITY AND TRANSPORT objectives.

* Promote measures to reduce long distance through traffic in Bath, including HGVs.

If Christmas and New Year didn't wear you out, and if you can safely navigate the snow and ice, then come and join us at Bath Green Drinks this Wednesday to chat and mingle with some of the more environmentally minded people in the area. Share ideas, discuss the latest issues, find out what other people are involved with. We'll be in the The Rising Sun, from 8.30pm. (its in Grove Street: just over Pultney Bridge, then first left. map). Anyone interested in environmental issues is welcome.


B&NES Core Strategy - Your support needed for action on climate change

The Core Strategy sets the long-term vision for development throughout B&NES until 2026. It will have far-reaching influences on climate change, transport, housing and jobs. Your support is needed to ensure that councillors know that the people of B&NES take these issues seriously, and want them to take significant action. As at 15 December, only 16 people who'd responded metioned climate change. So send in your comments! For details, see the B&NES website. Free Low Carbon NVQs in our area
Are you currently studying for an NVQ level 2 or 3, and due to finish Dec 2010? If so, there is an opportunity for you to gain a further certificate in 'Developing Environmental Awareness', or, if you work in the construction industry, there are free NVQs for renewable energy technologies and installation. Freedom from Fuel Poverty
This project provides subsidised energy-saving measures to households in BaNES who live in fuel poverty (i.e. spend more than 10% of their income on fuel), and whose houses are “hard-to-treat” by simple means such as loft or cavity wall insulation. Climate Action Groups Toolkit
Climate Action Groups are groups of people who come together to take decisive action on a climate change issue of their choice. The Climate Outreach and Information Network (COIN) has launched a toolkit which provides all the information needed to set up and support a Climate Action Group, and they are offering free support and advice, including assistance with obtaining funding.
