Why not speak the truth:
The oligarchs are already entrenched and will continue to do so.
By reducing the center of power to the local governments, it becomes more transparent and abuses becomes obvious to the electors. It is up to the local people to decide and that will be what politicians do not want.
Just like running a business, you want smaller groups to manage instead of large unweildy government smaller, efficient government has less cost and much more productive. Federalism is the answer to all of that.
