I thought that was more the point you were making perhaps. It is true
that we have no proof that the story in the letter is true and the dog
going around with the wheel was a bit unlikely.
So there is a chance it was a made up story.
The other thing I wonder about was that if the dog was killed or
injured I think the person would have asked the cyclists for some
contact details. After all they might have had a case to pursue
legally in some way, although I don't know anything about that.
