More on the bike bus idea: I found what looks like a fab document on the
Web last year while I was helping an eco-village in the US get a bike plan
together.

It's on http://www.bikesbelong.org/ - click on the link titled "Guide to
Bicycle Advocacy" in the left-hand navigation panel. It's written for a US
audience but lots looks relevant and I don't know whether there's a
similar guide for community groups in the UK.
