Hi Mark,

 

The next two dates for meetings unfortunately clash with my booked annual leave. I was wondering if the AGM is now fixed for 10 June. If moving it is considered at all, I can make any date from 2 - 5 June.

Dear Forum members

The following dates for future meetings were confirmed at the meeting
earlier this week It was also agreed that the meeting venue would
alternate between Hove Town Hall (HTH) and Prestamex House (PH).

If we move it a week earlier I think it clashes with half term and a week later is in Bike Week (and you'd still be away).
 
I think it's best that we discuss it at the next meeting on 1 April to see if there are any objections with 3 June (and also of course we may need to sort out the room).

City welcomes cycle chiefs, 12/03/2008

New city cycle lanes will transport key members of the UK's leading
sustainable transport charity, to their annual meeting in Brighton &
Hove on Friday.

Sustrans has chosen the city as the perfect venue for its annual
meeting, due to its success in promoting cycling and sustainable
transport.

Chief Executive John Grimshaw will arrive by bicycle at the council
offices in Grand Avenue, trying out the country's first cycle
freeway, and accompanied by fellow board members for a meeting with
the council's chief executive Alan McCarthy.

He said Sustrans had been impressed by the council's Personalised
Travel Project which has already cut car journeys by half a million.
In addition, a survey of 10,000 households in Portslade showed that
walking journeys have increased by more than 820,000 trips and
cycling by over 170,000 journeys.

The Personalised Travel Project is part of the Brighton & Hove
Demonstration Town project which also includes cycle freeways
(continuous cycle routes), cycle training and Advanced stop lines at
light controlled junctions.

"Brighton and Hove is making great strides in encouraging more people
to cycle and walk and we wanted to visit to see this in practice," he
said.

"As one of six Cycling Demonstration Towns in England and with
innovative projects like Sustrans' Bike It, which works with young
people to encourage and enable them to take to two wheels for the
school journey, Brighton & Hove is taking the lead in promoting
healthy and environmentally friendly travel.

"The Sustrans Board would also like to take this opportunity to thank
local people for supporting our successful bid to win £50 million
from the Big Lottery Fund to make it easier for people to walk and
cycle in their local area.

"Victory for Connect2 demonstrated something Sustrans has believed
for over 30 years – that people want to be able to travel to the
shops, school or work under their own steam, in way that's good for
their health and the health of our planet."

Councillor Geoffrey Theobald, chairman of the environment committee,
said: "Brighton & Hove City Council is delighted to host the Sustrans
Board Meeting.  As a Cycle Demonstration Town, we are fully committed
to improving the experience of cycling in the city and our residents
are already reaping the benefits of the huge investments being made
in sustainable travel across the city."

You may be interested to know that the one way traffic order for west st
rottingdean is on the agenda for the march 20th environment committee. It
still doesn't allow cyclists exception to the east bound no entry although
it does now allow egress from the car park into the high street.
The reason that contra flow cycling is not to be allowed is ward councillor
lynda hyde objects.

In your email on this subject dated 03/11/07 officers' justification for not allowing contraflow cycling were:

1. significant numbers of people will exit the tesco store and cross directly over the road to get back to the bus stop/car park. It is likely that regular customers will quickly get used to traffic heading solely in one direction and will therefore not be looking for cyclists coming in the other direction. Therefore collisions are more likely to occur than in the current lay out.
 
Clearly their justification is no longer valid as it is now being proposed that the eastern section of West Street be made two-way. I would be very interested to know what other justification there is for hindering cycling?

Following Cllr. Davey's post to the cycle forum yesterday I'd like to confirm my request that cyclists are exempt from this TRO. 
 
Brighton and Hove CC have taken the correct steps by involving the Cycling England service and they should follow their recommendation. Enabling and enhancing cycle permeability and access is in keeping with the overall objectives of a number of BHCC policy objectives covering sustainability, environmental and social inclusion issues (see Cllr. Oxley's online webcasts at the BHCC website).
 
I request the Committee continue to support efforts to make the transport infrastructure of the wide City area as cycle friendly as possible in line with current DfT thinking.

There are a number of other things on the agenda that might also need attention, including a number of other proposed one-way streets with no exemption for cyclists (e.g. in the Elm Grove SRtS item). Also there are some other things to look out for, e.g. the idea of a 5mph limit in New Road (which would be less than the speed of someone running, let alone cycling!).

I've now seen that but my concern is that once the scheme goes in it may not get modified. The report also states Cycling England recommended that the contraflow should be allowed so I am unsure what additional factors need to be explored in order that the scheme goes in with cycling provision from the start?

There are a number of other things on the agenda that might also need attention, including a number of other proposed one-way streets with no exemption for cyclists (e.g. in the Elm Grove SRtS item). Also there are some other things to look out for, e.g. the idea of a 5mph limit in New Road (which would be less than the speed of someone running, let alone cycling!).

There are problems here with left-turning cars encroaching into cycle lane and cutting across cyclists continuing along Lewes Road. It would be good if this could be addressed as well.  

LEWES ROAD

Before junction with Hartington Road

 

C:        Install light-controlled crossing, with build-out before junction with Hartington Road. Remove existing pedestrian refuge at original site.

D:        Introduce one-way system Westbound on St Leonard’s Road

 

How will the crossing affect the cycle lanes? It might of course be better (if the removal of the refuge removes a pinch point) but it would be good to have more details. The one-way seems unecessary given the nature of the roads. If required a plug should be used to allow two way cycling.

 

Item 144 Old Steine - no mention of whether cycling will be permitted in westbound contra-flow bus lane in the central carriageway of Old Steine (the main issue in the report is whether taxis should be allowed in it). If this is not allowed it is crucial that the link between the proposed cycle lane (was the old southbound bus lane) and the junction outside the RBS is very good.
 
Item 145 Black Lion Street - will cyclists be allowed through "pedestrian priority area"? The answer is probably yes but it not specifically mentioned.

Hello

Just to let you know (if you don't already), I have decided to accept
the Transport Planning Manager post for West Sussex County Council,
Chichester.  It's a team of 19 that looks after the LTP, includes
walking, cycling, passanger transport, school safety zones, connect 2
and lots of traditional transport planning.  My last day in the office
will be 11th April 2008.  We'll be advertising for my replacement after
Easter nationally and locally and we anticipate a fair few applicants.
(I'll send you the links when they come out).  I'm managing the
recruitment process.

We have appointed an interim replacement to manage the Cycling
Demonstration Town project / team and we will announce this shorty.  We
have been working with Cycling England and our CDT project remains
highly regarded and is and will continue to deliver.  I will ensure a
good handover.

I'll see you all at our next Cycle Forum Meeting in Hove.  I'll send
out the detals soon.  If you would like to meet up individually, happy
too.

Finally, it has been a pleasure working with you all and I'm sure our
paths will cross in the future.

Brighton and Hove CC have taken the correct steps by involving the Cycling England service and they should follow their recommendation. Enabling and enhancing cycle permeability and access is in keeping with the overall objectives of a number of BHCC policy objectives covering sustainability, environmental and social inclusion issues (see Cllr. Oxley's online webcasts at the BHCC website).
 
I request the Committee continue to support efforts to make the transport infrastructure of the wide City area as cycle friendly as possible in line with current DfT thinking.

D:        Introduce one-way system Westbound on St Leonard’s Road

 

How will the crossing affect the cycle lanes? It might of course be better (if the removal of the refuge removes a pinch point) but it would be good to have more details. The one-way seems unecessary given the nature of the roads. If required a plug should be used to allow two way cycling.

 

Item 144 Old Steine - no mention of whether cycling will be permitted in westbound contra-flow bus lane in the central carriageway of Old Steine (the main issue in the report is whether taxis should be allowed in it). If this is not allowed it is crucial that the link between the proposed cycle lane (was the old southbound bus lane) and the junction outside the RBS is very good.

 

Item 145 Black Lion Street - will cyclists be allowed through "pedestrian priority area"? The answer is probably yes but it not specifically mentioned.

There are a number of other things on the agenda that might also need attention, including a number of other proposed one-way streets with no exemption for cyclists (e.g. in the Elm Grove SRtS item). Also there are some other things to look out for, e.g. the idea of a 5mph limit in New Road (which would be less than the speed of someone running, let alone cycling!).

The proposal is to make West Street, Rottingdean one way in a westerly direction. I urge you to NOT approve the TRO as it stands, but amend the order to allow two way cycling to continue. Brighton & Hove is designated as a Cycling Demonstration Town and should be encouraging cycling - not hindering it.
 
Cycling England, the Cycling Demonstration Town funding body has commissioned a report on West Street, Rottingdean, which concludes the road should remain two way for cycling (attached). Part of the conclusion of that report states:
"5.1.1 The proposal to make West Street in Rottindean one way as part of a new development does not appear to take either local experience or national research into account and seems based on uninformed anecdotal evidence.  The concerns of cycling groups over the disadvantages of the proposal do not seem to have been addressed.

 5.1.2 A well designed contra flow cycle lane would overcome all of the issues raised about potential pedestrian cycle conflict in the Committee report and in line with Brighton & Hove's status as a Cycling Demonstration Town."

 
I have concerns about the council report on this matter, it is written in a very biased way which seems to amount to discrimination against cyclists. The council report also fails to mention that my original objection was on behalf of two organisations. I objected on behalf of Bricycles and CTC, the UK's largest national cycling organisation. For clarity I have included my original objection which was sent on 22 June 07 - see below. It is also noteworthy that my original objection pointed out that the car park exit was in West Street. I am pleased that the revised Order does now include two way movement at the eastern end of the road.
 
Cyclists want direct routes and will usually take the shortest option. I trust you will recommend that two way cycling continue to be allowed in West Street, Rottingdean.

On behalf of Bricycles and CTC I would like to formally object to the Traffic Regulation Order relating to the making of West Street, Rottingdean one-way in a westerly direction.
 
Cyclists will be disadvantaged if the TRO is approved as it stands (i.e. they will not be able to turn left off the A259 coast road). The road should be kept two-way for cyclists. An unmarked cycle contraflow would seem the simplest solution.
 
The entrance/exit to the car park is in West Street. Making the road one-way means all motor vehicles will have to exit from the car park onto the A259, even those wishing to go north towards Woodingdean. Additionally, the unloading bay by the Tesco Express will no longer be in the ideal position for deliveries and may require moving.
 
I trust these comments are of use.

Council attend the forum to present the council's proposals and
schemes for improving cycling in the city. They obtain valuable
feedback from the forum's participants.

I am writing on behalf of the Forum regarding the proposed TRO which
would make West Street, Rottingdean one way in a westerly direction.
The Forum strongly urges you not to approve the TRO as it stands but
to but amend the order to allow two way cycling to continue. As one
of the most successful Cycling Demonstration Towns, Brighton & Hove
should be positively and publically encouraging cycling - not
hindering it.

The Local Authority Professional Advice Service of Cycling England
(which manages the Cycling Demonstration Town project funded by the
Department of Transport) was commissioned by Brighton & Hove to
consider the proposal for West Street. The report by the Advisor for
the Professional Advice Service concludes that the road should remain
two way for cycling. Part of the report's conclusion states:

"5.1.1 The proposal to make West Street in Rottindean one way as part
of a new development does not appear to take either local experience
or national research into account and seems based on uninformed
anecdotal evidence.  The concerns of cycling groups over the
disadvantages of the proposal do not seem to have been addressed.

5.1.2 A well designed contra flow cycle lane would overcome all of

Committee report and in line with Brighton & Hove's status as a
Cycling Demonstration Town."

The Forum has a number of concerns about report on this matter
contianed in the agenda. It is written in a way which seems to show
bias against provision for cyclists, based on assertion and anecdote.
The revised Order includes two way movement at the eastern end of the
road, which removes one of the concerns about pedestrians exiting the
supermarket being at risk from eastbound cyclists, since this
movement will now be permitted for all vehicles.

Experience of contraflow routes in Brighton & Hove as well as the
rest of the UK have shown that they pose no more risk to pedestrians
than any other form of road layout. As cyclists provide their own
power any deviation from the most direct route will clearly be less
preferable than the shortest option, and so there needs to be good
cause to force cyclists to make a detour.

There do not appear to any valid reasons in this case and therefore I
trust you will recommend that two-way cycling should continue to be
allowed in West Street,
Rottingdean.

So lets see what happens.
As we still don't know what the process will be once the new powerful leader + cabinet system is in place we will need to be watchful.

We also argued strongly for a defualt position of automatically seeking contra flow cycling in any one way schemes including the current SrS scheme in Elm Grove. Whilst this was not supported in general by the other parties. The point has been made and we will continue to pursue this policy approach which it seems to me should be the position for a CDT. We were assured that officers will be considering two cycling for the elm grove SrS scheme.

Important principle at stake when a report from the current cycling authority
(CE) makes a recommendation which is potentially ignored on the basis of
anecdotal evidence - the Committee are to be applauded. Thanks for flagging it
up.

Re: default position of seeking contraflow cycling in one way systems - Agreed!
This is (I believe) the recommended position for all towns not just CDT's!
(Current DfT Consultation paper "Cycling Infrastructure Design" section 6.7.;
LTN1/04 paras. 4.11.5, 4.11.6). I do hope that all future schemes in Brighton
will be done to the highest standards for cycle and pedestrian access and
permeability - once a scheme has gone in it is very hard to get it changed. The
Continental experience shows that it is through a long term commitment to
quality cycle and pedestrian infrastructure that sustainable modal shift is
achieved - which is what the CDT project is all about!

Between April and September this year, representatives of the council, police and voluntary organisations are running a publicity campaign to spread the above message to cyclists in Brighton & Hove about how they should lock up their bikes to reduce the chances of them being stolen.  Among other aspects of the campaign, we are delivering a 'roadshow' to take out to various events to help get the message across.

As you may already be aware, we are running a training session at 2 pm on 26th March at 162 North Street for people who will be able to assist with running the roadshow, and who may also possibly cascade the training to colleagues/volunteers who could help out.  You are invited!  And please bring this to the attention of anyone else who may be able to help with the running the roadshow.

The training session will last for between 1.5 and  2 hours and will include:
  • Introduction and context
  • Information on cycle parking locations
  • Information on options around which locks to use
  • Information how to use the locks and why
  • Hands on practice on locking up a bike
  • How to engage with cyclist when running the roadshow
  • Refreshments and round up of training

I did hope that party politics could be kept away from the forum, but I would just like to add that, having spoken to the Rottingdean Councillors, Officers and various other interested parties about the two-way cycling issue over the past couple of weeks, I managed to convince the Chairman of the EC, last night, that it would be wise to pull the issue before it could be discussed at committee. I then talked to Officers and asked for another, more specific, report to be prepared that could be sent to the new Executive Member for the Environment, once he or she is in position.

Please - let's keep party politics out of this forum.

It’s very good news that the West St. scheme is being taken back for further consideration. Thank you to you and all members of the Environment Committee who were able to bring this about. Bricycles strongly agrees with the default position of automatically seeking contra flow cycling in any one way schemes, as suggested below. We would also want to challenge many of the justifications for proposing one-way systems in the first place.

Yesterday the environment committee agreed to the Green councillors request to take the proposals for one way scheme in West Street Rottingdean back for further consideration and to work with Sustrans and other cycle representatives to seek a resolution which will accomodate two way cycling. So lets see what happens.
As we still don't know what the process will be once the new powerful leader + cabinet system is in place we will need to be watchful.

We also argued strongly for a defualt position of automatically seeking contra flow cycling in any one way schemes including the current SrS scheme in Elm Grove. Thanks very much for talking to colleagues and using your influence to bring about a better result for cycling. We are keen to hear any further news (when available) of the new executive member for the Environment.

Thanks to everyone who helped to prevent another unnecessary barrier to cycling. I think there needs to be more education to councilors and transport planners about the negative effects of one-way streets.

I did hope that party politics could be kept away from the forum, but I would just like to add that, having spoken to the Rottingdean Councillors, Officers and various other interested parties about the two-way cycling issue over the past couple of weeks, I managed to convince the Chairman of the EC, last night, that it would be wise to pull the issue before it could be discussed at committee. I then talked to Officers and asked for another, more specific, report to be prepared that could be sent to the new Executive Member for the Environment, once he or she is in position.

Please - let's keep party politics out of this forum.

In general I would echo Tony's comments about this being a non-party-political forum. This will become even more important with the new Executive system
 
I don't however think Ian's comments were particularly partisan, especiall if they are a true statement of fact (i.e. the recorded discussion at the committee) rather than opinion. Obviously only those who were there can comment on this!
 
I do think that the need to sort out lines of communication is even more important now with the new system. I had hoped to meet Mark Prior before the next forum meeting to discuss how the Forum might fit into it, but we couldn't get diaries to match. Mark will however be at the meeting and I'm sure this issue will be raised!
 
Tony, I hope that you will be able to come (now that you are back on the forum mailing list!).

                  'Put the Brakes on Cycle Theft' campaign

Between April and September this year, representatives of the council,
police and voluntary organisations are running a publicity campaign to
spread the above message to cyclists in Brighton & Hove about how they
should lock up their bikes to reduce the chances of them being stolen.
Among other aspects of the campaign, we are delivering a 'roadshow' to take
out to various events to help get the message across.

As you may already be aware, we are running a training session at 2 pm on
26th March at 162 North Street for people who will be able to assist with
running the roadshow, and who may also possibly cascade the training to
colleagues/volunteers who could help out.  You are invited!  And please
bring this to the attention of anyone else who may be able to help with the
running the roadshow.

The training session will last for between 1.5 and  2 hours and will
include:

    Introduction and context
    Information on cycle parking locations
    Information on options around which locks to use
    Information how to use the locks and why
    Hands on practice on locking up a bike
    How to engage with cyclist when running the roadshow
    Refreshments and round up of training

Please will you get back to me to confirm your attendance and that of any of
your colleagues at the training session.
