Dear EU Citizen,

I am writing to you with regard to the systematic institutional violation of
your EU rights and wish to extend an invitation to you to redress this
brazen illegality.

1) The Malta Independent on Sunday, 24th May, 2009:

'Foreigners with cars up against a blank wall'

2) The Malta Independent on Sunday, 7th June, 2009:

'160 foreigners apply for car registration tax exemption'

This "answer" from the Ministry of Finance is unacceptable.

It shows once again that we cannot wait for any fair and correct behaviour
from the Maltese Government: in this reply, they are simply playing with the
date on which each of us has taken his/her permanent residence in Malta,
date which should not be an issue at all.

The law, as it was published on the ADT site, stated very simply that each
person (Maltese or non-Maltese) having already been residing outside Malta
for 2 years, possessing a car for two years, and than changing country and
taking residence in Malta, should be entitled to the car registration tax
exemption. This registration must be processed within 12 month of the
individual residence.

However, it is not yet clear what this Government means by "taking residence
in Malta", and which official proof we should give to them to justify our
change of residence.

Moreover, we also know very well that, when we applied at ADT in the past
months, we were all asked to give proof of different versions of this"
taking residence".

We will never be able to bring the proof they want, because these "proof of
residence" change for every and each case, and this lack of precise
instructions is exactly what they are using, in any single case, to
substantiate their refusals.

All this is definitely false, and it is definitely time to formally
complain: our Lawyer will firstly send an official letter of complaint and
then, in case of no reply from the Government, he will open a case at the
Civil Court, and try to have this matter solved by the summer.

I repeat that this will cost us very little money (just the refund of the
legal fees), and I take the occasion to thank once again our Lawyer,
Alistair De Gaetano, for his precious help and commitment to our case.

We are not going to wait any longer, and your commitment is important NOW,
because it's NOW that we are going to challenge and defeat the Maltese
authorities.

It is also strongly recommended you register a formal complaint with the
"European Commission Representation in Malta: Dar L-Ewropa, 254, St. Paul's
Street, Valletta or comm-rep-mt@...

Though this case has already been formally registered in Brussels, your
input is highly advisable, especially in respect of our imminent court case.

Once again, the more we are, the better.

Hi, I'm a black british young mum of a 10 months old boy. My partner is Swedish,
and we moved to Malta last year October . There are a few mums and babies clubs
around Malta(although have never been to one myself), you can find this out on
Malta baby and kids directory, 3.50 euros from Agenda bookshop.

I am happy to meet with you otherwise. I live in Sliema area.

Re: 1) European Parliament voting document retrieval / collection

2) Specimen copy of the European Parliament ballot paper.

3) European Parliament voting system guidelines.

Dear British Expats in Malta,

1) The police have stopped delivering voting documents. If you did not
receive yours, please note the following guidelines regarding European
Parliament & local council voting document retrieval / collection. The
deadline for same is Sunday next, inclusive. (See timetable below).

Att: British Expats in Malta who have not yet received their voting
document.

The Electoral Commission notifies those persons whose name appears in the
European Union Electoral Register published in April 2009 and who have not
yet received their voting document for the election of Members of the
European Parliament as well as those persons whose name appears in the Local
Councils Electoral Register published in April 2009 and who have not
received their voting document for the Local Councils Election, that they
may call personally at their local Police Station to collect their voting
document during the days and office hours indicated below:

Daily until Saturday 30th May:

between 9:00 a.m. and 1:00 p.m. and;
between 3:00 p.m. and 8:00 p.m.

Sunday 31st May: Between 8:00 a.m. and noon.

In the locality of St Paul's Bay documents shall be collected from the Qawra
Police Station, while for the localities of Iklin, Lija, Marsaskala,
Pembroke, Pieta', Swieqi, Ta' Xbiex, Fontana and Xewkija, voting documents
shall be collected from the Local Council Office. All applicants must show
their identity card.

Ensure you bring both your Maltese identity card (even if expired) and
voting document with you to the polling station on Saturday, June 6th in
order to cast your vote.

2) Please see a specimen of the European Parliament ballot paper on this
link:

http://4.bp.blogspot.com/_NeRBT3W9JTU/ShgoBzDmPPI/AAAAAAAABHo/WSyZeBLXYZc/s1
600-h/EP+Ballot+Paper.png

3) The voting system:

Who am I voting for? Six Members of the European Parliament (MEPs) to
represent Malta and Gozo. (Malta's entitlement to a sixth seat is subject to
the ratification of the Lisbon Treaty in all EU member states).

The ballot paper lists the name of each candidate along with their party
name, party logo and address.

Please ensure that you do not write a tick or an 'X' anywhere on the ballot
paper, but numerically rank the candidates, in order of preference, as
follows:

Put a 1 in the empty box next to the party logo and name of your first
choice candidate, a 2 next to your second choice candidate, a 3 next to your
third choice, and so on. You can rank as few or as many candidates as you
like.

If you make a mistake then you can ask the polling staff to give you another
ballot paper.

You may also be voting in local council elections, using the same electoral
system, on the same day.

To be elected, a candidate must reach a set amount of votes known as the
quota.

The votes are counted in stages. In the first stage only first preferences
are counted. Anyone who reaches the quota is elected. Any votes received
over the quota are not needed by the elected candidate and so are
transferred to the second preference.

If not enough candidates have then reached the quota, the candidate with the
lowest number of votes is eliminated and all of their votes are passed to
the next preference on the ballot papers. This process is repeated until all
six candidates have been elected.

Oisin Jones-Dillon (Irish-Maltese citizen) at:

Voting document and electoral system guidelines for British expats in Malta
enrolled on the European Union electoral register and therefore eligible to
vote in Malta in the European Parliament election on June 6th.

Dear British Expat in Malta,

Please note the following guidelines regarding electoral procedure in Malta
and Gozo:

The voting document

Until Friday, 15th May, the police will be personally calling on each
registered voter to deliver a printed voting document which displays your
personal details including photograph as well as the polling station where
you can cast your vote.

If you are not at home, the Electoral Commission publicizes when you can
collect your voting document from your local police station.

Please bring both your Maltese identity card (even if expired) and voting
document with you to the polling station on election day in order to cast
your vote.

The voting system

Who am I voting for? Six Members of the European Parliament (MEPs) to
represent Malta. (Malta's entitlement to a sixth seat is subject to the
ratification of the Lisbon Treaty in all EU member states).

transferred to the second preference.

If not enough candidates have then reached the quota, the candidate with the
lowest number of votes is eliminated and all of their votes are passed to
the next preference on the ballot papers. This process is repeated until all
five candidates have been elected.

Dear non-Maltese EU citizen,

It is extremely unlikely that you are registered to vote in the European
Parliament election in June.

The most recent electoral registers for Malta and Gozo reveal that of the
18,000 resident non-Maltese EU citizens registered on the local council
electoral rolls, only 1,000 of you are likewise registered on the European
Parliament one.

It is highly likely, therefore, that you are one of the 17,000 resident
non-Maltese EU citizens who, at present, have no vote in the European
Parliament election in Malta.

However, if you register by Monday, March 30th, you will be able to exercise
your EU right to vote in the European Parliament elections in June.

To exercise this right you may avail of the following link, for your
convenience and that of your friends, relatives and colleagues, to download
and print the 2-page prescribed European Parliament voter registration form:
(In English)

http://www.electoral.gov.mt/getresource.aspx?id=79

This form is also available at your local Identity Card office, which you
are required to visit personally in order to enrol on the electoral register
for the European Parliament.

Please bring:

1) Your valid passport, if you have one.

2) Your Maltese identity card (even if expired), if you have one.

3) A national identification document of your country of origin, if you have
one.

Free to air DTT by the end of the year
The Malta Communications Authority (MCA) has published the results of
its consultation on Digital Television strategy.
Malta will have one SDTV free to air multiplex operated by the public
service broadcaster with up to six services. A second frequency will
also be reserved for the future provision of free to air HDTV services.
The public service broadcaster is expected to start rolling out
service in March 2009 with completion of the full network by the end
of the year.
It is estimated that 17% of the population currently rely on free to
air terrestrial television services and a public information campaign
telling the population about the changes will begin during the 2nd
quarter of 2009. Full analogue switch off will occur at the end of 2010.
Pay-DTT services have been operating in Malta since 2005 and provide
coverage to 100% of the population.

1)Is Malta breaking European Union laws by charging tax on registration
of vehicles already taxed in another EU country ?
2)If any laws are being flaunted/broken, are ex pats going to be able
to sue the government for their money back?
3)How long are you allowed to drive your UK registered vehicle in Malta
before requirement to pay registration tax, if you are Maltese
returning to the island after a number of years?

The above mentioned tax is very unfair and I urge all ex pats to
support the current petition being submitted by other members of this
group and voice their opinion in the local press.

Feel free to forward this e-mail to all the friends, relatives and
colleagues on your e-mail database, inviting them to do likewise.

It is highly likely, therefore, that you are one of the 17,000 resident
non-Maltese EU taxpayers who, at present, have no vote in the European
Parliament election in Malta.

However, if you register by March 31st, you will be able to exercise your EU
right to vote in the European Parliament elections in June.

To exercise this right you may avail of the following link, for your
convenience and that of your friends, relatives and colleagues, to download
and print the 2-page prescribed European Parliament voter registration form:
(In English)

http://www.electoral.gov.mt/getresource.aspx?id=79

This form is also available at your local Identity Card office, which you
must visit in order to enrol on the electoral register for the European
Parliament.

Please bring:

1) Your valid passport/s, if any.

2) Your Maltese identity card (even if expired), if any.

3) A national identification document, if any, of your country of origin.

I am moving a container of furniture probably from Shore Porters ,
Aberdeen via Fife, Cambridge,Dover-calais, Munich, and possibly also
Bohemia on the Austian border to Malta and Gozo.

It will be only three quarters full. Does any one want me to bring some
goods out?
Or have any ideas about what would be worth buying in U.K. or Germany
e.g. Ikea stuff to import and resell in Malta?
Or if I bring more of my own antique furniture such as Georgian tables,
dining chairs, bookcases, sofas, wardrobes,Davenport, and solid Victorian
Mahogany furniture is their a good market for this.
Prices in any antique shop in Malta seem to be very high.

Am moving out to Malta in January with my husband. Can anyone give
advice on where to look for a job. Are there any employment agencies
you would recommend, or the best tactics for finding work.

Doubtful if the channels you receive via an aerial will have any sound due
to the different TV type but if you plug in a local cable box or sat dish
etc via scart, the TV will be fine, the same goes for DVD players etc. We
did the same, brought out a Sony TV from UK knowing that we would not be
able to receive a signal via an aerial.

Cheers,
Tony.

Having just read the PDF file regarding importation of pets, we are
concerned. Currently living in Panama, Central America which is not
one of the approved countries for more relaxed rules, we are not
prepared to have our "baby girl kitty" in quarantine for 6 months. We
decided to forget moving to Hawaii for that very reason.
We could go stay with my sister-in-law in Florida for 6 months before
we relocate to Malta and that may satisfy the authorities.
Any thoughts folks???????

FAA Newsletter - November 27th 2008

Hi All,

We are delighted to tell you that our ' Island Reflections' art exhibition
inaugurated at the Casino Maltese on Saturday 29th November features works
by no less than sixty of Malta's leading artists including Tonio Mallia,
John Martin Borg, Winston Hassall, Debbie Caruana Dingli, Madeleine Gera,
Kenneth Zammit Tabona, Matthew Kassar, CS Lawrence, John Grima, Marisa
Attard, John Busuttil Leaver, Cedric Galea Pirotta, Arnold Sultana, Anna
Galea, Anthony Calleja, Mark England, Zell Osborne, Antoine Camilleri,
Isabelle Borg, Graham Cooper, Jennifer Lonfat, Victor Agius, Joan Zammit
Cutajar, Laurent Muller, Philip Chircop, Andrew Borg and Frederick Gingell.
In addition to many other artists established in painting, sculpture and
photography, we shall also be exhibiting the work of talented new faces.

FAA usually dedicates the funds from its annual art exhibition to a specific
cause and we're sure you'll be pleased to know that the profits from this
exhibition will be going to support the campaign to save Ramla l-Hamra as
the battle to save Malta and Gozo's most beautiful unspoilt beach from
speculative development is by no means over. We have received great support
in this from the artists involved, many of whom are offering their works at
very reasonable prices to give all viewers a range from fine art to
Christmas presents.

Viewing a collection of 200 pieces of art from our finest artists while
helping to save Malta 's most beautiful iconic beach certainly makes this
exhibition the season's must-see!

Best regards,

The FAA Committee

The Corgi certs don't mean a lot in Malta, also the solar systems are different
then you may have experienced in UK, point I'm getting at is its not that easy
to get a proper plumbing job, air conditioning is well respected, my advice
don't ship your goods here buy them in Malta, ship only a few personal effects
and the advice about not fetching a car is good advice, you will die with all
the paper work, the only advantage to fetching a car is that you can fetch you
personal belongings inside it and enjoy the drive (problem is that you can't
leave the car alone for too long!) , and then after three months take the car to
Sicily - leave the keys inside it, makes it a bit easier and let them take it!
hopefully it will be a cheap car.

solar heating is a super qualification, and I have clients ready and waiting in
gozo.
rent is easy and cheap there ..say 300 euros per month for 2 bedroom flat with
sea view.
do not bring your car...disastrous. You can buy second hand here cheaply.
keep in touch,

Hello
Yes, you've heard it countless times before. My husband and I love
Malta and wish to move there, however, have few questions. How easy is
it to find work when you do not speak Maltese? My husband is a Corgi
registered heating and plumbing engineer (he has solar qualifications
too) and I am a secretary. Also, as the Maltese government set a
minimum value of property one can purchase we would probably have to
rent. How easy it is to find work will depend on if we could get a
mortgage. Is it cheaper to ship out ones own furniture (seems to cost
around £4,000.00 plus taxes upon arrival in Malta) or to sell
everything and start again over there? Any advice whatsoever would be
welcome please. Also wonder if it is cheaper to sell the car here and
buy another one upon arrival as the import tax and registration is
high. Looking forward to hearing back from you all....
Anthea.

I think that you will find all that you need to know about the importation of
your dogs on this pdf file.

I think that you have to go with the written rules.

Hi I am planning to move to Malta as have been there before and have
friends there.

I have a question about dogs... I know that the info says they should
be vacinated, micro chipped and have a pet passport, and should wait
for 6 months for the rabies vacine to show. BUT I was told the same
thing when we moved to France 18 months ago, but if we weren't going to
take the dogs out of the country- you only had to wait 21 days and not
have the blood test!!!

Does anyone know if it is the same case in Malta so we could bring them
after 21 days of vacinations if we aren't planning to take them out
again?

regards tiina

Not sure on that one, we were told we could bring our cat before the 6
months but then he would have to stay in quarantine for for a long time
(cant remember how long) at this end so we planned the move round the cat
after 6 months.

Maybe someone else will know more,

Cheers,
Tony.
