Your signatures would be a real help here!

On 17th December, the European Parliament is due to vote on two pieces of
legislation, the Renewable Energy Directive and the Fuel Quality
Directive, each of which will, in the absence of major amendments which
are not now expected, lead to large-scale agrofuel expansion through
long-term (2020) targets. Those laws are likely to trigger more land
conversion, particularly in the global South, to grow fuel for Europe’s
cars, at the expense of forests and people, climate, food and
biodiversity.

According to the UN Environment Programme at current rates of
deforestation, virtually all lowland tropical forest in Borneo and
Sumatra, (their two research sites) will have been lost by 2012. Without
intact tropical ecosystems, there is little hope of stabilizing climate
even with drastic emission cuts.

Please help us by signing the two letters using the weblinks. This is not
duplication, each letter targets MEPs in a different way.

proposals which include agrofuel targets and incentives and to demand
support for genuinely sustainable renewable energy, energy efficiency and
real drastic cuts in energy use instead.

Thank you to those who kindly responded to my last email. Just to
suggest that we all use the list to invite others to join us when
flyering! It's always good to have company when flyering as it is
more fun. I went alone this time but others did, through seeing my
invite, invite me to their flyering.

But why not invite the whole North London list - even if your plan is
a bit last minute, you never know who might decide to come along. And
if you don't mind putting your mobile number in your email, people
can call you that way at the last minute. It's fine of course if
you'd prefer not to, some people may see the email and decide to join
you anyway.

This is just a last minute encouragement before I go off to Devon for
a short break - but not a complete break from flyering as I will be
in Totnes with some flyers too!

Do use the list as we now have 46 members and it would be great to
make it more active.

The Campaign against Climate Change are looking for stewards to help out at this years National Climate March on December 6th in Central London. You dont need any previous stewarding experience - just enthusiasm and maybe some stamina!

We'll be having a Steward Briefing on the evening of Monday
1st December. Details of the meeting will be emailed out shortly. If you
are unable to go to the Briefing you can still be a steward as we will
have briefings on the morning of the March. Everyone will be put into
stewarding teams and we can make sure people are in teams with their
friends and family if they like. There are lots of different roles on the
day that we need people for including manning the Campaign against Climate
Change stall, fundraising, stewards for the bike ride, for the main march,
for the rally at the end of the march and also help with the afterparty
(to be held at Synergy Centre in South London).

Re. event below.  The Sahara Forest Project is also described at http://www.guardian.co.uk/environment/2008/sep/02/alternativeenergy.solarpower.
 
I suspect the drawing of a single long corridor in the desert is for illustration only, and really there would be large farms criss-crossed by rights of way with water mains crossing underground.  And a need to allow for the usual needs of passing camel trains (water, resting).

Thanks to everyone who has joined the buzz of interest in this so far. As per my email of 16 October, I believe there is still time, and a way, to persuade the Government to stop the Council of Europe ratifying rising EU biofuel targets.

Dear ..... MP,

Please will you call urgently on the UK Government to lead a review of the economics of biofuels, and considering the new evidence needing review, not to ratify EU biofuel targets now?

On 11-12 December, the Council of Europe is due to ratify EU legislation of its resolution in March 2007 to ensure mandatory 10% 'renewable' vehicle fuel penetration by 2020, most of which is expected to come from biofuels (part of the Renewable Energy Directive).

I am concerned that since March 2007, several studies have concluded that biofuel support policies are placing an inordinately high cost on our economies, for low/doubtful CO2 gains.  In particular:

-    An OECD report this July (http://tinyurl.com/69uzhq, view full report: http://tinyurl.com/3t9wdr) advised that OECD biofuel incentives were costing an exorbitant $ 960-1700 per tonne CO2-eq abated, even before the indirect land-use emissions are added (p98), and further, in 2007 biofuels used up 8% of world coarse grain production and 9% of world vegetable oil production, yet these sources only delivered appx. 1.2% of total world transport fuel energy!

-    A report by the JRC (EU Joint Research Centre) this March (http://tinyurl.com/688cog) advised:

that 'the costs of EU biofuels outweigh the benefits', in particular that achieving a 6.9% penetration of biofuels by 2020 was likely to cost the EU a net € 33 - 65 billion from 2007-2020 with 80% probability - even after potential benefits in CO2 savings and security of oil supply are counted;

that EU use of biofuels is currently likely to worsen CO2 emissions in the case of 'first generation' biofuels, even if we are choosy about where our biodiesel is sourced (p10);

that 'second generation' biofuels are likely to be considerably more expensive than 'first generation' biofuels even by 2020, and conflict with better ways to use biomass for CO2 abatement, so again potentially worsen CO2 emissions.

-    OECD food aid to the South has had to increase, both because more people have become hungry, and the unit cost of food to feed them has risen.

The above economic issues and findings were not covered by the Gallagher review of the indirect effects of biofuels. The Gallagher report briefly mentioned that higher food prices would worsen some national trade balances, but didn't say if this would amount to £ billions for the UK or EU, even what kind of £ quantity it would be.

So, please will you without delay:

(i) Ask what has been done to digest the above economic findings of the OECD and JRC, and the economics of increased food aid needed, and

(ii) Call for the UK to lead a review of the economics of the proposed EU 'biofuel'/vehicle targets, as well as the EU 2010 Biofuel Directive, with the authorship of respected economists, that compares with other abatement options, and, considering the new evidence needing review, not to ratify EU biofuel targets now?

Surely our economic troubles are bad enough as it is? The UK and EU governments should evaluate what the economic cost of the current EU biofuel target proposal actually is, using the latest food and oil price data, and not just risk blundering into causing further, unnecessary harm to the economy. The JRC report above concludes:

'The decision to specifically target GHG reductions in the transport sector reduces the benefits which could be achieved in other ways with the same EU resources'.

It pointed out that using biomass to replace coal, or make materials, abated emissions more cost-effectively. So, with money saved we could fund more true renewables, like solar, wind or wave energy, which often achieve 90% or more CO2 savings over a 30-year period, and require orders of magnitude less land to deliver energy than biofuels. Or promote fuel-efficiency measures that are even more cost-effective.

The OECD report above notes: 'Despite the rapid and substantial increase in crude oil prices… the cost disadvantage of biofuels has widened in the past two years as agricultural commodity prices soared and thereby feedstock costs increased'.


Increasing inequality and poverty?

The above analyses didn't evaluate the effect on inequality and poverty of higher food prices. These have turned many arable farmers into multi-millionaires, in turn benefiting some of their equipment and service suppliers, but this is at the expense of almost everyone else, in higher shopping bills (The Times, http://tinyurl.com/6ojraw). We can't afford to award every teacher, clinician or civil servant a multi-million pound bonus, so why do arable farmers deserve suddenly to be enriched like this, at most other peoples' expense? A government review of biofuel economics should also report on this.


Deforestation effects: more costly than the banking crisis?

The lead economist in a major EU-commissioned study 'The Economics of Ecosystems and Biodiversity' (TEEB) has told BBC News (10/10/08): 'whereas Wall Street by various estimates has to date lost, within the financial sector, $1-$1.5 trillion [out of $2.8 trillion worldwide - Bank of England], at today's rate we are losing natural capital [from deforestation] at least between $2-$5 trillion every year.'

Amazon deforestation in Brazil has increased by 228% (i.e. the rate has more than tripled) since a year ago, largely driven by rising food prices, reversing past improvements (The Guardian, 30/9/08). The IMF (8/4/08) noted 'Almost half the increase in consumption of major food crops in 2007 was related to biofuels'.


Can long-term hunger be 'sustainable'?

The March 2007 Council of Europe resolution noted that the 'binding character' of the 10% biofuel target was appropriate 'subject to production being sustainable'. Since then, according to the FAO (18/9/08), food prices rose 52% to 2008 from 2007, whereas the number of hungry had already risen by 75 million to 2007 from 2003-05. This 'silent tsunami', as described by a World Food Programme spokesperson, is jeopardising Millennium Development Goals.

This year, small farmer harvests in the global South have been reduced by price hikes in mineral fertilizers, caused in part by demand from biofuel expansion (The Guardian, 12/8/08). This use is depleting the world's mineral phosphorus reserves faster, meaning an even harder future food shock for the world (The Times, 26/6/08).

Recent food price rises also have led to food unrest in many countries including Egypt, Pakistan, India and Yemen, thereby accentuating new geo-political threats, for very small oil savings (see OECD figures above).

Britain is about to pass the world's first law requiring a national government to make specified CO2 cuts (see below). This will help campaigners abroad to pressure their governments to take similar measures, and could thus go a long way to help bring about an effective international agreement. Please contact your MP before Tuesday and tell them how important it is that international aviation and shipping should be included in the calculation of Britain's emissions. Otherwise the new law will have a much weaker international influence. Nigel Griffiths MP has tabled 2 amendments on this point which we hope MPs will support.

The good news is that the Government has suggested an amendment that will raise the overall emissions reduction target from 60% to 80%. But it still opposes the inclusion of international aviation and shipping emissions.

Please call your MP and ask them to vote for a stronger Bill. See the letter below for guidance. You can also refer to the action guide we sent earlier this month.

Tom Hitchman and I have organised a bike tour of six eco houses on
Sunday 21st, Freewheel and Open House day. We are joining Freewheel
later in the day (when it is slightly less manic).

I know the route does cut back into Shoreditch and so apologies if you
live in South Hackney.

As i am sure most of you are aware, we have to completely transform the
old flats and houses that most of us live in, in the next 20 years.  The
houses on this tour have already had that treatment.

We will be meeting at the cafe on Highbury Fields N5 at 9:45am.

1. AIRPORT EXPANSION & CLIMATE CHANGE
Climate change is the greatest challenge facing humanity.

Indeed, according to the latest science, "Recent greenhouse gas emissions
place the Earth perilously close to dramatic climate change that could run
out of control" with calamitous results (Hansen et al, "Climate Change and
Trace Gases", Philosophical Transactions of the Royal Society, 18 May 2007).
Control of these gases must "play a critical role in preserving a planet
resembling the one in which civilisation developed"

If nothing is done to halt airport growth then aviation will overwhelm all
other cuts in UK emissions, helping make catastrophic climate change
inevitable. Nonetheless, the aviation industry is pushing to almost double
Heathrow's capacity by increasing flights and building a third runway.

2. HEATHROW TERMINAL FIVE
Heathrow Terminal 5 will open to passengers on 27th March.  It is the
biggest terminal ever built in the UK, and has been fiercely opposed by
local people, environmentalists and the local authorities.  It was also the
subject of the longest Public Inquiry in British history, lasting almost
four years.

The Government has been consulting on plans for a 3rd runway and a
significant increase in flights numbers on the existing two runways.  All
this is part of a 30 year national programme to cater for a trebling in the
number of passengers using UK airports.  Terminal Five is the most visibly
symbol of this deeply unsustainable policy.

3. FREQUENTLY ASKED QUESTIONS (FAQ)

Q1. How many people will be there?

Hopefully hundreds.

Q2. Is it legal?

Yes. Though many things (singing, dancing, handing out leaflets etc...) are
against the Heathrow byelaws, wearing a t-shirt is not a crime. So as long
as you're not demonstrating, you're not breaking the law.

However, you might want to bring a climate-change related book with you to
read in the airport, or have a loud climate-change-related conversation with
a friend, whilst imbibing a cup of (pricy) coffee ...

Q3. Will it be peaceful?

Yes, completely. On 19 February, the Evening Standard published a piece
claiming that 'anarchists' were planning to 'flood' Terminal Five on its
opening day, 'threaten[ing] the travel plans of tens of thousands of
passengers and creat[ing] a security nightmare.' Like the Standard's earlier
claims that the (entirely peaceful) climate camp near Heathrow last August
would involve the use of 'hoax suspicious packages' and 'assaults on the
airport's security fence', this is nonsense. The flash mob will be legal,
peaceful and fun: people will assemble briefly before dispersing as
peacefully and as quietly as they arrived.

Q4. Should I arrive at Heathrow openly wearing my t-shirt?

No. Please do not reveal your t-shirt until 11am. If you want to come
wearing it, then wear something over the top of it until 11am.

Q5. What will the flash-mob achieve?

The world's media will be there. The Government and BAA see the opening of
the 5th Terminal as a big opportunity to grab the attention of the media and
put the case for airport expansion. The flash mob will help divert the
limelight away from BAA and its new terminal, and help to highlight the real
problems that airport expansion causes:  climate change, noise, air
pollution and community destruction.

Q6. Who will be taking part?

Local residents who've fought Terminal 5 for so long. People who will lose
their homes if a third runway and a 6th terminal go ahead. Local people
whose quality of life will be ruined if there is more expansion. People from
around London, and further afield, who are concerned about climate change.
Everybody is invited!

Q7. Who's behind the flash-mob call out?

We are a group of people concerned about climate change and, in particular,
the impact of the aviation industry and plans for airport expansion.  We are
also concerned about the other downsides of airport expansion: noise;
community destruction; and air pollution. We are all active in movements for
social change, especially the environmental and peace movements. Members of

hi all

Just to let you know that i have added about 15 people who left their names on the North London contact sheets to this email list.  I had problems with 3 or 4 hotmail addresses (hotmail is rejecting traffic from yahoogroups) so I have bcc'ed just this message to those people; they will have to subscribe to this list themselves.  There are now about 40 people on this list.

Note Finsbury Park on this thursday; Kate send an email over the weekend.  I have read on the east london list that someone in East London has already done a lot of leafleting at the Angel.  It would be really good if someone local to Camden Town could initiate some leafleting there. That's been very fruitful in previous years.

Paula and Simon, the people organising the cycling leg of the day have already done extensive flyering of cyclists and cycle shops etc.  But we can also leaflet cyclists, cyclists on cycle routes seem pretty happy to accept leaflets that are only being handed out to cyclists and supportive.

Dear North London CCC list

STEWARDS NEEDED!
 
We need stewards for this year's CCC March on December the 8. Stewards are important as they help the march work and keep it a safe and friendly environment .
 
You are welcome to be a steward this year if you were last year or not - please email stewards@... if you can help out. There will be a Stewards' Briefing on Monday 26 November at 7pm in central London.

NB please note that if you were on the list last year please put yourself forward again by emailing stewards@..., as there have been technical problems with last year's email list.


LEAFLETTING THIS THURSDAY 22 NOVEMBER, 6.15, FINSBURY PARK TUBE
If any of you North Londoners can help out I will be at Finsbury Park tube, this Thursday 22 Nov at 6.15.
Please email me back to let me know if you are coming along as it would help me a lot to know how many of us there will be.
NB If you are coming and bringing leaflets, please also let me know as it will save me a lot of hassle.
If you arrive and can't spot us please call 07967 076218.

It would be really helpful if you could write to a member of the House of Lords
asking them to vote for amendments strengthening the Climate Change Bill.
Please see the email from Friends of the Earth below. The bill will become the
world’s first law requiring a national government to make specified carbon
emissions cuts. This will help campaigners abroad to put pressure on their
governments to follow Britain's example. This in turn could lead to a much
stronger successor to Kyoto, and thus reduce the devastation which extreme
weather will otherwise inflict with increasing frequency. If you can write to a
Lord, please do so in time for your letter to reach them by 26-27 November, when
the bill will have its second reading in the Lords.

We are optimistic that amendments to strengthen the bill will succeed because
two-thirds of MPs backed an Early Day Motion calling for a bill along such
lines. If the Lords pass such amendments this will help Labour MPs to resist
the party whips, and vote for the amendments when the Bill moves to the Commons
afterwards.

   HELP US LOBBY THE LORDS

   We have just heard that the Government has made the unusual move of
  deciding to send the Climate Change Bill to the House of Lords before
the House of  Commons.

   WHAT DOES THIS MEAN?

   We need to act fast and start talking to Lords over the next few
weeks. We would like your help so please write a letter to a  Lord.
         Check out the attached Climate Champions action guide for more
information and what to
say:

Hi All

Following Thursday's meeting we formed groups for
North, East, South and West London for lefletting for
the demo over the next month.

What I was left concerned about was who will take
responsibility for City and West End. Will West London
take on Westminster, though on past record there
aren't so many activists there.

As East London we can reasonably expect to do
Liverpool St. station and Old st. at some point,
though North might be happy to help out on the former
or even co-ordinate on the latter.

It seems to me we may want to keep each group informed
of possible 'cross area' actions. Perhaps these can be
posted on CCC London (and I'll forward to the East
London lot at least.

Hi

Peter and I will be on OneClimate island from 10.0 am on Saturday,
celebrating Live Earth Day virtually. So if you can't get to a local event
and want to avoid travel carbon, you'd be welcome to join us!

The invitation has gone out on Second Life, and so we hope it'll be a chance
to meet people from all over the world and chat to them (in voice if you get
the latest software download) about climate change. We'll also have the UK
concert on the big screen, plus a chance to try out the latest interactive
displays. But really it's about meeting people and sharing experiences and
ideas. Drop in any time during the day or evening.
