Open Water Instructors with the BSAC Extended Range Diver qualification or equivalent may act as Provisional BSAC Extended Range Instructors under the supervision of an approved BSAC Extended Range Instructor Trainer. The following levels of supervision will apply to the training delivered by a Provisional BSAC Extended Range Instructor. > > The process and pre-requisites to qualify as a BSAC Extended Range Instructor, a BSAC Extended Range Instructor Trainer, or to act as a Provisional BSAC Extended Range Instructor are defined in the relevant BSAC Extended Range Instructor Standards and Procedures.
For Open Water lessons the equipment should include:
Manifolded twinset with isolating valve or independent twinset with sufficient gas capacity for the planned dives
Depth should not exceed 10 metres during dive one, 20 metres for dive two and 40 metres maximum for dive three. The depth of the third dive shall be to the depth of the students qualification, experience and abilities.
To ensure that students receive experience in a range of conditions, the open water dives must include 2 conditions from the following:
Dive using shot line - dive commencing with a deep-water entry, using a shot line as the only visual reference for the descent and ascent
Dive using a decompression lazy shot or trapeze dive employing the deployment and use of this equipment for group decompression procedures
Small boat dive - dive from a boat of less than 8 m overall length, where water entry is via a backward roll and egress from the water requires removal of equipment in the water
Large boat dive - dive from a boat of greater than 8 m overall length, where the water entered is via a stride entry and egress from the water is accomplished via ladder or diver lift without removal of any equipment except, possibly fins
Only one of the above conditions may be logged per dive.

> > Diving Group > > By Geoff Hide, Diving Group Leader > > Solo Diving within the BSAC > > At the Diving Officers Conference (DOC) 2004, the National Diving Committee (NDC) was asked by the delegates to consider whether Solo Diving should be supported within the BSAC. Clare Peddie, the National Diving Officer, tasked an experienced group within NDC to consider this. The team was led by Mike Rowley, BSAC Technical Diving Chief Examiner, who is himself an experienced National Instructor with a very wide range of diving experience. > > Their report to the full National Diving Committee considered all of the pros and cons of solo diving and they presented a recommendation based on the available evidence. NDC unanimously endorsed this recommendation. This article sets out some of the key arguments leading to the following accepted recommendation from NDC: > > As announced at DOC 2005, BSAC continues its current policy and does not support solo diving. > > Mikes group summarised their findings as follows:
BSAC currently takes the view that based on evidence from available statistics and risk assessment, the increased risk attendant to allowing planned solo diving is unacceptable
But that they acknowledged some of the arguments put forward in favour of solo diving and recognised that:
A greater emphasis on self sufficiency in diving was desirable
So how did Mikes group come to these conclusions? They started with a definition of solo diving: Plan to conduct all or part of a dive without a buddy. They did not include unplanned or accidental separation for which BSAC already has defined procedures. They also considered whether there was a difference between acceptance of solo diving for open circuit and rebreather diving. Overall, their aims were to come up with logical, credible and factual arguments that supported their final recommendation. The aims of this document are to outline some of these arguments. > > The NDC group considered a wide ranging set of factors including the following:

incidents statistics; a risk assessment of possible diving problems and the impact of solo diving on the outcomes
comparison of these outcomes in open circuit and rebreather diving
how it would be viewed by the Health and Safety Executive (HSE)
how it would be viewed by our insurers
legal aspects and how litigation might be influenced
the impact of solo diving on other diving activities within the BSAC and the positions of other diving agencies
> The group recognised many arguments in favour of solo diving as put forward by BSAC members. For example, photographers prefer to work alone; cave diving, wreck penetration and working dives can be hampered by the presence of a buddy. Some members also suggested that with some buddies (eg divers under training), that the dive is comparable to diving solo. They considered the arguments of other members not in favour of solo diving. For example, that solo diving is not as much fun as buddy diving or that allowing solo diving may induce a culture of solo diving in the BSAC that undermines safety. > > Mikes group then considered a most important aspect of the argument what is the impact of solo diving on safety? Brian Cumming (BSAC Safety and Incidents Advisor) provided data on solo dives. From 1998 2005 there were 3198 incidents reported of which 40 involved solo diving. Of these 40, 19 involved a fatality that is 48% of solo diving incidents involved a fatality. Of the 3158 incidents where more than one diver was involved (ie non solo), 118 fatalities were recorded that is 3.7% of non-solo diving incidents involved a fatality. These data suggest that for a diving incident, the fatality rate is more than 10 times higher if solo diving is taking place. Furthermore, these 19 solo incidents represented 13% of all fatalities (total 137) during the period 1998-2005. This was significantly higher than expected if solo diving had no adverse effect on the outcomes of an incident. The figures from the international organisation, Divers Alert Network (DAN), showed a similar trend 1 in 5 fatalities involve a diver who enters the water alone. Again the proportion of fatalities was much higher in incidents involving solo diving than were found in incidents involving more than one diver. > > The NDC group then considered the outcomes of possible diving problems (eg out of gas; entrapment, etc.) in terms of three categories:
self-sufficient solutions
self-rescue solutions
buddy solutions
In many of the scenarios, the risks could be avoided by careful risk assessment and planning with only a few differences between good self-sufficient solutions and buddy solutions. However, in most cases, the likely outcomes of self-rescue situations were inferior to buddy solutions. The group also considered the additional factors associated with rebreathers. The same conclusions were drawn. For example, in rebreather diving where symptoms of hypoxia or hypercapnia are ignored or not recognised and blackout occurs in such situations buddy rescue offers the only realistic option for recovery. > > The NDC group considered the views of the HSE and legal/insurance aspects of introducing solo diving. Our insurers consider our Safe Diving Practices (SDP) as an expert opinion and, if our advice in SDP is properly founded, this will be accepted legally. As far as the HSE are concerned, given proper risk assessment, solo diving would be acceptable. This is already established in SDP where solo diving is allowed in low visibility roped diver situations where the diver is properly supported by a standby diver and an experienced tender on the surface. > > Mikes group considered the impact of the BSAC allowing solo diving. Firstly, they were concerned that the green light might encourage the practice regardless of experience. Secondly, as the National Governing Body (NGB), if the BSAC accepts solo diving then other organisations may use this as their justification so as NGB, the BSAC needs to consider the practice carefully and responsibly. Thirdly, incidents statistics suggest that it may increase incidents or fatalities which in turn may possibly increase legislation, reduce the credibility of the BSAC and, importantly, increase the burden of responsibility on our Dive Marshalls and Diving Officers. However, they noted that a positive impact of introduction of solo diving might be that it encourages a more self sufficient attitude. > > The group investigated the recommendations of other organisations. Other agencies such as PADI do support solo diving although it does not offer any training. Also, they are not club diving and so do not have any responsibility for the divers outside of their training courses. Other training agencies such as TDI recognise solo diving and do provide courses but again they are not diving clubs and are not responsible for what divers do outwith their courses. In all cases, other organisations were not like the BSAC which is responsible for all branch diving activities of its members even when not under training. > > Taking all of this evidence together, the NDC group concluded that allowing solo diving, other than that which is already established within Safe Diving Practice, was not in the interests of BSAC members but noted that encouraging a greater level of self sufficiency in divers was a positive outcome of these deliberations. > > > Wrecks - an update > > Jane Maddocks, BSAC Wrecks and Heritage Advisor, writes . . . > > There has bee a lot of misinformation circulating recently concerning the review by the Department for Culture, Media and Sport of the laws concerning the maritime archaeological heritage. > > Last year BSAC made a formal response to the initial consultation which made the following points:

We did endorse the idea that material over 50 years old should be seen as resource for all divers, not just the few who wish to take wreck material and put it in the garage. > > We also stated that the amateur archaeologist should be supported with money and expertise if they wanted to look after wreck-much as licensees do now with a wreck protected under the 1973 Act. > > Following the receipt of our response two people from the DCMS met with me to discuss some of the issues. I was able to reinforce our disappointment that we were not being seen as major contributors to underwater archaeology, especially since English Heritage had taken on the job of looking after material below the high water mark. > > We have also been active members of the Joint Nautical Archaeology Policy Committee. Earlier this year there was a meeting at Burlington House aimed at encouraging HMG to sign up to the UNESCO agreement. (This agreement is aimed at protecting maritime archaeology outside territorial waters for those countries that sign up to it. Great Britain is unlikely to be a signatory because it would mean giving up Sovereignty over our warships.) At that meeting the diving organizations refrained from supporting the declaration because the place of recreational divers at the heart of protecting these vessels and sites was not fully recognized by the different national maritime archaeology organizations present. > > BSAC was also represented at the Receiver of Wreck AGM. We continue to have good relationships with the Receiver and her deputy. > > At the Shipwreck Conference in February a leaflet was circulated that made people very excited. The leaflet suggested that our freedom to dive wrecks was being threatened, and by implication that BSAC was doing nothing about it. Yes it is true that 2 groups set up to discuss salvage and designation of material did not have BSAC representation, but licensees were on the designation group, and the salvage group was dominated by the large companies for whom it is a major business interest. > > There is to be another consultation phase, and the diving groups are now meeting with the department. This storm has been generated with only a partial understanding of what is happening. There is a wholly wrong and irresponsible suggestion that all wrecks over 50 years old will be protected so that they cannot be dived. > > Please can you reassure any members who tell you that our freedom to dive wrecks is under threat that we are fully involved in what is happening - we always have been involved. A professional relationship between BSAC and DCMS is essential if we are to continue to work on behalf of all sports divers. We cannot risk inappropriate and rude interventions that can only bring us into disrepute. Guidelines for Staffing Overseas Events > > As well as the Instructor Training Scheme (ITS) events and Skill Development Courses (SDC) that take place in the UK a number are run abroad each year. The following is the process that is used to staff the events and few guidelines on how they run. > > For the last year there has been a role in place on NDC with the title of Overseas Liaison Officer (OLO) that is currently held by Tony Hoile. The reason for this role is to provide a fair and transparent way for these events to be staffed. > > These notes tend focus on ITS requirements although they equally apply to Skill Development Courses and increasingly Technical events. > > > Need for Overseas Events > Need for overseas support comes in a variety of ways typically specific requests from branches (usually several working together), Joint Events and Sub-Aqua Diver Supervisor (SADS) courses. Joint Events are weeklong instructor courses covering Open Water Instructor (OWI) courses and exams or Advanced Instructor (AI) courses and exams. In recent years they have been run in Tenerife (March) and Gozo (October). SADS are military events and consequently have extra requirements from the staff on them. > > Qualifications > Broadly speaking the requirements are often for National Instructors (NI) and sometimes, usually SADS courses, other requirements may be needed e.g. HSE medicals. Each of these will be addressed by the OLO who will circulate each specific event inviting instructors to apply to work on them. > > Process for Staffing > This is done via email including all ITS staff who are eligible to work on overseas events. The specific qualification requirements will be outlined each time. This will be accompanied by an appeal for staff who are available and would like to work on the events. Due to the timing of the events it is almost inevitable that those working on them will mean that volunteers need to be available during normal working hours which tends to mean personal leave needs to be taken. > > Running Events > Whilst standards must remain the same on all BSAC events the way that they are delivered often have to be tailored to the event. For example timetables may have to be updated to accommodate the commitments for the participants. Anyone want to go diving on Bank holiday Monday (28th August)? Brighton Diver is free, tides are good for a 7am leave to head west - thought perhaps we could have a look at the Quail (40m to the seabed, stands about 5m, upright, glass trinkets to be found if you dig in the silt...).

Deep Diving > > I have often been asked what is a 'deep dive' and why do we have depth limits within the sport? > > Recreational diving is not a competitive sport and the challenge it presents should come solely from the experience of being in an alien environment that is not designed to support life as we humans know it. There is no place within the sport for setting challenges of achieving depth for the sake of it but where a specific objective is identified, a particular wreck for example, then appropriate training and experience should be prerequisite to increasing your depth experience. The BSAC Diver Training Programme has evolved to provide a logical step progression to building skills and experience to safely meet the additional challenges of increasing depth of diving. > > Sean Gribben (NDC Diver Training Group Leader) >
> Depth Limits > Depth limits are often perceived as arbitrary figures introduced to limit peoples enjoyment of the sport for no apparent reason. The reality is that there are usually clear and rationalized reasons for limiting depth for certain dives and qualification levels. Confusion can equally be introduced by a failure to apply training properly. > > Depth Progression > Ocean and Sport Divers are restricted to maximum depths and where a change to a new diver grade occurs it is important that subsequent progression to the new depth is conducted once the diver has the confirmed new skills to extend their experience. Consequently the current versions of the QRB make it clear that the depth progression must only be carried out AFTER qualifying as a Sports Diver or Dive Leader. > > Ocean Diver > Ocean Divers are restricted to a maximum depth of 20m and must not dive beyond that depth until they have qualified as Sport Divers. Whilst BSAC Ocean Divers have significant rescue skills in being able to conduct a CBL and support a casualty in the water, they do not have proven in water rescue skills to conduct Rescue breaths or recover a casualty to the shore. By limiting their depth experience they remain within a confined environment and are in closer proximity to adequate surface support. In addition their decompression skills and experience limit them to no stop diving and again 20m ensures they would usually remain well clear of decompression limits. > > Sport Diver > On qualifying as a Sport Diver the diver can choose, if they wish, to extend their depth experience to a maximum of 35m and should do this in a sensible stepped progression. The QRB has space to record such progression. Increasing depth from 20m to 35 significantly increases the likelihood of getting into in water decompression stops and so SD training specifically addresses the skills and theory necessary to conduct this type of diving safely as well as covering the full range of rescue skills from in water Rescue breaths to full CPR on land. > > 50m on Air > The currently accepted limit of safe diving on air is 50m. Beyond this level the risks of oxygen toxicity become a factor for limiting the depth but more importantly the debilitating effects of nitrogen narcosis are significant at this depth. The effects of narcosis are to significantly reduce reasoning ability at a depth where the need to reason clearly and appropriately to limit decompression risk e.g. monitor time, depth, navigate back to shot, deploy equipment etc. is paramount.
