 The Environment Agency and their contractor are to blame.  It's a disgrace the EA did not require sandbagging to prevent flooding of the path into Pontcanna Fields (not Bute Park!) after their obstacle in the river was the cause.

The Council should have come down on them severely, rather than allowing a notice to go up (days late) and failing to enforce emergency repairs.

Thanks for bringing this up. I actually crossed the park by this route
in the dark last night without knowing the extent of the damage, and
like yourself, I came to a grinding halt in sand. To be fair, there was
a warning sign about flood damage in the park a week or so ago.
Obviously, that's of fairly limited use at night. I think it has gone
now anyway?
I'll pass this concern over to the cycling officer. Has anyone else had
a similar experience?
