Hi Donna

It's very straightforward from the Norwegian Church Centre, as the entrance bridge into the docks area - access path to the Barrage - is immediately to your left as you look across the Bay. (The Norwegian Church Centre is on the front of the Bay to the east of the Pier Head & National Assembly Buildings).

The Barrage is open during the day but not at night.

At the end of the Barrage, at Penarth Haven, there's a steep hill up into Penarth town centre, though you could go right through the Marina into Cogan and a more gradual climb into Penarth.

I will be starting from Splott and know how to get to Cardiff bay but am lost from there on as I don't know the area. Could anyone provide a link to a clear route, do I start at the Norwegian Church and is it straightforward from there?
