Whilst clearing out some old papers from my time at the Management Charter Initiative (MCI), I came across The Business Benefits of Competence-based Management Development, a report prepared by Jonathan Winterton and Ruth Winterton of Eldwick Research Associates for the Department of Education and Employment way back in 1996.

The Wintertons researched the use of National Occupational Standards in Management (Management Standards) in 16 organisations covering the following sectors:
  • mining
  • galvanising
  • retail
  • oil
  • engineering
  • civil service
  • insurance
  • charity
  • law courts
  • newspapers
  • NHS (3 organisations)
  • aeroplane components
  • clothing
  • footwear.
The 131-page report concludes that:
  1. competence-based management development leads to identifiable improvements in individual, organisational and business performance
  2. competence-based management development is more likely to produce improvements in performance when linked to organisational strategy and when HRD systems and processes are based on the Management Standards.
Is anyone aware of any other robust research like this which measures the return on investment of using National Occupational Standards?

We know that National Occupational Standards (NOS) are used extensively by organisations in the justice sector - such as probation services, prison services, courts, police forces and other law enforcement agencies - but do they actually work? Do they lead to better individual performance and organisational results? Do they represent a rewarding investment for the sector?

Skills for Justice is responsible for developing, maintaining and promoting the use of NOS in the justice sector and it has recently launched NOS Finder, a handy search engine for identifying and downloading the NOS you need.

Surprisingly, however, given the sector's many years' experience with NOS, there is very little evidence of their benefits on the Skills for Justice website, apart from some case studies from the piloting of the NOS for Legal Advice.

If you use NOS in the justice sector, please share your experience with us. What are the positives and what are the downsides? Have NOS been a good investment for you?

We are particularly interested in any research which has produced a systematic evaluation of the benefits versus the costs of using NOS.

Skills for Health is responsible for developing and maintaining National Occupational Standards (NOS) for those working in the health sector, whether in the National  Health Service (NHS), for private health service providers or in organisations in the voluntary and community sector (VCS). Skills for Health also develops National Workforce Competencies (NWCs) which are similar to NOS but have not been accredited in each of the four UK nations.

The Skills for Health website has a useful Guide to NOS and NWCs and Application Tools for using them.

Skills for Health has also produced a number of Case Studies showing how competencies are been used for many different purposes in a wide range of contexts in the health sector.

If you are using NOS or NWCs in the health sector, please share your experiences with us. Let us know:
  • which NOS or NWCs you are using
  • how you are using them
  • the benefits of using them
  • any difficulties you have experienced using them.
We are particularly interested to know if you've carried out any evaluation of the return on your investment of time and money in using NOS or NWCs.

UK Workforce Hub is responsible for developing and maintaining National Occupational Standards (NOS) for the Voluntary and Community Sector (VCS). They have NOS for:
  • Managing Volunteers
  • Trustees
  • Fundraising
and are about to start developing NOS for:
  • Campaigners
  • Development Workers.
Apart from these "VCS-specific" NOS, there are, of course, NOS relating to different sectors - such as health, care, justice, sport and leisure, arts, culture, heritage, environment and so on - available from the relevant Sector Skills Council.

UK Workforce Hub's website has case studies (these can also be found in the "Files" section of this Yahoo! Group):
  • Chest, Heart and Stroke - Scotland
  • Warrington Volunteer Centre
  • Learning Skills Wales.
I am sure there are many more organisations in the Voluntary and Community Sector using NOS to good effect. If you are using NOS, please share your experiences - good or bad - with us.

If you have access to any other case studies, or research into the use of NOS in the VCS, please upload them onto the "Files" section of this Yahoo! Group, so we can all benefit from it.

FDAP (Federation of Drug and Alcohol Practitioners) has just published its vision of the substance misuse workforce of the future, practicing safely and competently in line with National Occupational Standards (NOS).

But do NOS actually work? The case studies which you can find in the "Files" section of this Yahoo! Group suggest they do. What's your experience?

Please share your success stories with us, but also let us know about the pitfalls we should avoid.
