CAMPAIGN AGAINST KERB CRAWLERS HITS AIRWAVES ( Bristol )
A new radio campaign is being launched today to tackle kerb crawling in Bristol.
Three different adverts will be aired on the music station GWR FM, from today,
Monday September 20 2004, all aimed at the kerb crawler rather than the
prostitute.
The adverts are indicative of the police strategy – to target the kerb crawler
rather than the prostitute and clamp down hard on those who constantly
re-offend.
PC Tina Newman, Vice Liaison Officer for Bristol District, said police were
working with many different agencies to tackle more than just the criminal side
of the prostitution issue.
“We have spent a lot of time speaking with agencies that represent sex workers
in Bristol in order to look into how the women can best be helped to get out of
their current situation and into a better lifestyle.
“It has been recognised that by criminalising the women the problem is not
being tackled in the most effective way. We have been working with many groups
to look at why women go into prostitution and all issues surrounding the
lifestyle, particularly the issues around housing and drugs.
“This campaign will put the criminal focus and the wrong-doing on the kerb
crawler, shaming the punter who picks up women off the street. It will send a
clear message to all men who are coming to Bristol to buy sex that their chances
of getting caught and punished through the courts are now greatly increased ”
The police strategy in Bristol does not include any plans for a tolerance zone,
as piloted in Liverpool.
The areas frequented by kerb crawlers in Bristol are largely residential and the
culture of kerb crawling and prostitution can increase fear of crime and
associated criminality.
PC Newman said: “This industry is not just a night one, it continues into the
daytime and when there are schools, businesses and houses around the same area,
it can create fear and inappropriate behaviour for law-abiding members of the
community.
Extra police officers will be working on the campaign, ensuring a uniformed
presence in the areas affected by kerb-crawling.
Anti-Social Behaviour legislation is also being used in this area, with the
first ASBO against a kerb crawler going through the court system at the moment.
