You're right, and I don't blame it solely on the path itself, however, there's something about its relative seclusion that means that people get away with stuff that they are less likely to on more open roads. My thought is that there must be ideas/research (or the need for it) that looks at good design in relation to these issues - the design of playgrounds, parks and other such spaces can radically affect the ways that people behave in them and both the actual and sense of safety of their users.
