Any import, even used equipment, is liable for VAT and possibly other
duties according to a complex matix - see the customs and excise web
site.
The courier - e.g. Parcelfarce are responsible for collecting and may
not release the parcel until you pay.
I've had most stuff, particularly small stuff, sail through without
question, including watches and radio filters (e.g. filters to fit
Yaesu). On the other hand I had some lathe parts 'stopped' a while back
and had to pay VAT on the stated price of them. Pot luck if you
would
get caught for VAT. Seems to depend to some extent how it's sent. A
large heavy item may attract more attention... .
My general rule, especially for eBay, is add the 17.5% anyway and
decide if you do have to pay it, is it still a good deal. If not forget
it. If no VAT charged you are 'quids in'
