The best advice I can give is to use a glyphosate
weedkiller but this will only be effective towards the end of the autumn when
the weed is dyingback.If you coat the leaves and stems as the plant receeds it
will pull the weedkiller down to its roots and kill it.Trying to attack the
problem when the plant is growing is a little futile as it grows so quickly.
Also reomve any flower heads before they shrivel and set seed....Its a tough and
long winded job but it will work...it works for Japanese Knotweed and thats
worse.
