FORUM NEWS The Mayor of London’s Budget – Who’s Watching? The Mayor of London is responsible for overseeing a budget of around £11billion. This is a considerable chunk of the economy of London. The London Civic Forum is asking whether there is enough oversight of this budget. The October Council meeting has been given over to this topic and all members are invited to attend. To introduce the subject will be Tony Travers, Director of the Greater London Group, London School of Economics an expert on the governance of London. He will be followed by John Biggs, Chair, London Assembly Budget Committee, the body with lead responsibility for scrutinizing the spending of the Greater London Authority Budget. 020 8709 9787 Consultation Event on "Planning for A Better London" - 3rd November 2pm London Civic Forum’s work on the 2007 revisions to the London Plan gave rise to the Just Space network of voluntary and community groups with an interest in spatial planning issues from a number of different perspectives. Just Space network, with support from the London Plan team at the Greater London Authority, is assisting groups at local level with understanding some of the new policies introduced in the last revision. The first local meetings have been taking place in Barnet. Just Space network is also keeping up with strategic developments. Participants bring real leadership issues and problems from their community/work and share these with the set. The group focuses on each situation in turn, questioning and analyzing the problem and exploring possible actions and solutions. The individual is both supported and challenged by their co-learners in the set. In between each of six set meetings, individuals take action on the issues they have raised. 020 8709 9781 London Empowerment Partnership Regional Consortium The London Empowerment Partnership (LEP) Inaugural Meeting of the Regional Consortium took place in September. The Regional Consortium draws multi sector representatives from across London. It will support the development of a strategic approach to community empowerment in London and guide the development and delivery of the LEP Action Plan, ensuring that the London Empowerment Partnership serves as the hub of community empowerment in London. The next meeting of the Regional Consortium will be held in January 2009.
Network of Empowerment Practitioners The London Empowerment Partnership has engaged the Community Development Network London (CDNL) to operate as a cross-sector network of community development practitioners. This recognizes the proximity of empowerment and community development skill sets, and the importance of community development workers in improving the quality of community empowerment in London. The ALS will use a process of shared and reflective learning to enable more effective representation on Local Strategic Partnerships to build on the principles of Active Learning for Active Citizenship and the Principles of Representation. Participants will be recruited from LSPs across the London boroughs and will be required to attend 5 Action Learning sessions between October 2008 and January 2009. A participatory budgeting - day event – 24th November, The London Empowerment Partnership is hosting an event with Government Office for London and the Participatory Budgeting Unit. This is an opportunity for individuals to learn about participatory budgeting (PB) and share best practice examples of how PB has benefited citizens and communities elsewhere. Anyone wishing to implement participatory budgeting as a way of engaging and empowering individuals and communities is invited to attend this event. Representatives from local councils or other statutory agencies, voluntary and community sector organizations, Council for Voluntary Service, Community Empowerment Networks, and LINks may find this event particularly useful. How London Works: City of London’ on Wednesday, 19th November London Civic Forum recently began its work on the Policy Voice programme to extend the support and opportunities offered to Londoners through the voluntary and community sector (VCS) to engage with and influence a range of regional, central and local policy makers and funders. Our next event will explore the City of London, and the key role that City Corporations plays in London’s political, economic and civil society. Beyond its statutory responsibilities as a local authority, City Corporation has responsibility for Mayoralty and ambassadorial functions, an extensive charity portfolio, and the maintenance of London’s valuable conservation areas, museums and galleries. Participants will have the opportunity to learn more about the City of London, and how they can engage with its work. Commissioning Opportunities with London Empowerment Partnership The London Empowerment Partnership (LEP) is seeking external organizations to deliver three activities externally under the management of the London Civic Forum. 020 8709 9774. ------------------------------------------------- ------------------------------------------------------------------------------------ LONDON NEWSMayor Announces Reduction and Re-organisation of the Greater London Authority The Mayor set out plans for re-organisation of the Greater London Authority (GLA) at the September Assembly meeting. The Acting Head of Paid Service, Jeff Jacobs will lead on a move towards a more strategic role, with four new departments in place by 2010/2011. These are: "Corporate Affairs", responsible for external liaison with Government, London Boroughs and other partners; "Finance and Operations" responsible for improvement and efficiency throughout the GLA group; "Development and Environment" responsible for ensuring that London’s growth and infrastructure needs are met in a sustainable way; and "Community and Intelligence", which is to strengthen communities, tackle deprivation and improve social mobility. There will be a stand alone Olympics team reporting directly to the Mayor.

London Assembly At its October meeting on Wednesday 8th London Assembly members will ask questions of the Mayor in relation to the Olympics Village and the costs of the 2012 Games. The agenda also includes a resolution to support "a one-off, time-limited, earned regularization of suitable irregular migrants" calling also for the Mayor’s support on this matter.
London 2012 Olympic and Paralympic Games Olympic Delivery Authority Launches "Inclusive Design Strategy"
A Guide which will shape design in the Olympic Park before during and after the Games has been published. A number of organizations helped shape the policy through the "Olympic Development Authority Access and Inclusion Forum". These include many London Civic Forum members such as Artsline and Disability Action Waltham Forest. See the Strategy for a full list. ------------------------------------------------------------------------------------------------------------------------------------- INVOLVEMENT OPPORTUNITIES: National Indicator Baseline Survey on Third Sector Engagement Local authorities have to adopt a number of specific targets as part of their funding agreement with government. These targets are called National Indicators (NI) and each is numbered separately. National Indicator 7, known as NI7, has been adopted by one third of London boroughs. NI7 requires support for an environment in which the third sector can thrive. CONSULTATION OPPORTUNITIES: Communities in Control: real people, real power The Community Empowerment White Paper was launched by Hazel Blears on the 9th July 2008, entitled "Communities in Control: real people, real power‘’. It details the Government’s proposals to enable people to influence decisions that affect their lives, and sets out their commitment to reinvigorate democracy. The London Empowerment Partnership is running an online consultation on the proposals. This will enable individuals and organizations with an interest in these proposals to submit their comments to London Civic Forum. A coordinated response to these proposals will be compiled and submitted to Communities and Local Government. This month, there are meetings on specific topics related to the Games legacy. These will be at Hackney Wick Community Centre, The Old Baths, 80 East Way, Hackney E9 5JH. Policing Green Paper on Policing Community Infrastructure Levy to apply to London Region Regulations to allow the imposition of a Community Infrastructure Levy on developers are being introduced as part of the Planning Bill. "Transforming Places Changing Lives – A Framework for Regeneration" The forward to these proposals is singed by the secretaries of state for Communities and Local Government, Business, Enterprise and Regulatory Reform, Work and Pensions and Chief Secretary of the Treasury. It sets out proposed new expectation of local government, sub-regional partnerships, Regional Development Agencies (RDAs), the Homes and Communities Agency (HCA) and central government and is intended to develop a shared vision between community and neighbourhood organization, local government and other Local Strategic Partnership members, sub regional and regional development agencies, third sector, Government departments and their delivery agencies non departmental public bodies. One of the questions the consultation asks is about how the framework should be implemented in London. Consultation closes 31st October 2008. The Framework will be finalized in 2009 and will be part of the process of preparation for the next Government spending review.
