The smallest 'sensible' sized passenger hauler I've come across is LBSC's
3.5" gauge Tich (although perhaps others may be able to suggest more
traditional 2.5" gauge loco's). LBSC suggested that this could be used as
a narrow gauge 2.5" gauge loco.
The stats for the loco (off the top of my head) are...
13" long
6.375" wide
boiler is 7" long
boiler diameter 2.5" (small boiler version)
boiler pressure 80PSI (I think)
boiler type - proper firetube loco type boiler
fuel coal (although I have seen a spirit fired version)
cylinder bore 11/16"
cylinder stroke 1.125" (I think)
wheel diameter 2"
wheel arrangement 0-4-0
water supply: side tanks
Note that this all depends on how good a builder builds the loco. A well
built version will ahul two people on level track on a coach with good
bogies. A badly built version will struggle to pull one person.
Also, you asked about fuel choice. Coal, propane or similar is needed
really for passenger hauling. Spirit firing is not really suited to
passenger hauling although can be done.
