Hi Bryn,
it would help to know the actual loco that you have as the regulators
do vary.
The normal LBSC type is usually mounted inside a tube with the actual
screw valve under the dome. The operating rod which extends back to
the backhead is usually held into the valve with a pin through the
two. If yours is this type then probably either the pin has worked
loose and fell out or possibly sheared off altogether.
You are probably going to have to remove the complete regulator
assembly to repair it. You may find that the regulator assembly can be
withdrawn from the backhead by removing the screws around the backhead
flange. You'll have to disconnect the smokebox end first though. Also
there is often a vertical pipe inside the dome to collect the steam
which will have to be unscrewed as well.
