If you take the time to download the 9F wheel set file from the file area, you
will see that it is a special 3D drawing format that uses a royalty free viewer
which can be downloaded from
http://www.solidworks.com/sw/support/eDrawings/e2_register.htm

It is free, select the edrawings viewer option, last on list.

I will upload also to the file area a instruction sheet that describes the
functions of the icons. See also www.3d-companions.com for video samples of the
functions.

The free viewer will also view other CAD package formats.
