Because the TPA is becoming too partisan. The leaflet campaign was
appearing to have little effect precisely because the TPA is perceived
as a being a front for the Tory party.
It doesn't matter whether the TPA message is economically or financially literate. All that matters to the tribal public is that anything the Tories say is wrong. So, the TPA is condemned by association. And that cancels the underlying message of the campaign.
