IMHO, the concept of campaigning for sustainable transport and 'living' streets is much more viable than the much narrower 'improved cycling facilities' approach, and is one that I try and follow as much as possible.
There is so much information on the web around cycling! I've added three
documents some of you may care to read:
'Think Cycling!' - do read this one. It's packed full of ideas which local
authorities could take up around cycling provision. Maybe a good one to discuss
at our next meeting?
And there are two others on the planning process and cycling - I've put these in
a new folder called 'Planning Group'.

Following on from last night's meeting, this is the Horsham District Cycling
Forum website http://www.hdcf.org.uk/ (many thanks to Peter for buying the
domain name).
The main reason for starting the website is to promote the Forum and the cycling
initiatives that we are seeking, to a wider audience because Yahoo Groups,
whilst useful, is a members group. At the same time, we can add any reports,
routes, cycling information to the site as well and it can become a resource for
cycling in the Horshan area.
The main priority at this stage is to add content to the site, after which I
will start promoting it on Google etc.
There's a lot that can be done with the site, both in terms of the way content
is organised and how it looks, although I think content is most important.
Please can you have a think about the site and reply with suggestions for what
we should include. I also need someone (Greg, Neil?) to send me an Introduction
to HDCF, for example what are its objectives, and a brief history. We know what
these are ourselves but it will be useful to have these described.
I will be looking for people to write articles for the site as well.
I have a few ideas myself and will be adding some things over the next few days,
for example news about the recent Local Sustainable Transport funding, but all
other ideas welcome.
Thanks!

Clive - sorry for taking ages to comment. Holidays and all that.
This is a really good start to the website – thanks for your efforts so far. I
think it will be important that we have something of a public face, as the first
thing anyone does now when hearing of a group is to look them up on the
internet.
Here are some ideas: I would like us to have a `planning' page. We could include
there responses the HCF makes on planning applications, our general approach
(once we work out what that is!) etc etc.
Let's also hold a store of useful documents that we want share with each other
for current or future discussion. This could include minutes of our forum
meetings etc.
And will we be using the website as our means of communicating with each other,
instead of the Yahoo site? If so, how will that work?
Photos: is anyone handy with a camera? If so, let's get some pictures up there
of people riding bikes around Horsham – to show that that's what we do! Let's
start to counteract the idea that no one rides bikes, so why do anything for
cyclists…….
We could also build up a selection of pictures of good & bad examples of cycle
infrastructure.

All good ideas Francis. Happy to have a planning section once we have worked out
a few other areas and added more content to the site. Key thing we need to add
at the moment are minutes from our most recent meeting and a report/details of
the successful LTP3 bid. I will chase up Greg about these but he's away
(mountain biking) at the moment (I think).
The site is not intended to be a group/email circulation/discussion replacement
for this Group at the moment, it's more for getting some information out there
for people to see.
Photos are also a good idea. Anyone can send these in if they have some and I
will look at how to include these.

You probably know that this consultation is going on at the moment - ending next
week 24th September 2012.
The people at Chicycles (the Chichester cycle group) have asked us to support
them and make comments in favour of the plan - assuming we agree with it, of
course!
As West Sussex residents we can all comment, even if we don't live in
Chichester. If it's agreed there, we have more chance for something similar in
Horsham. But if it isn't...........
Their website is 20's Plenty for Chichester, and it gives a link to the
consultation.
Over to you - one week left.
In orchard road in Horsham to get a 20 limit (this was in the county times) which people could perhaps sign. The link to the petition is easy to find if you google it (search for e petition orchard road)

It looks like the Orchard Road petition is growing legs - I see that 4
councillors have written to the County Times this week suggesting sometbing like
a home zone might be possible for that area.

There's going to be a public consultation on the latest plans for the big 'east
of A24' Highwood development (next to Tanbridge School).
Does anyone want to go along and see it/make comments? Ruth and I hope to go on
the Saturday. This could be an opportunity to get our voice heard.
It's on Friday 23rd Nov (6.30-8pm) and Saturday 24th Nov (9.30-3.30) at Arunside
School, Blackbridge Lane. There's a notice about it in today's County Times.
We've decided to have a monthly 'committee' meeting of the forum, and then to
hold occasional 'public' meetings.
The first meeting is on Tuesday 8th Jan 2013 at 7.15pm at 30 Ashleigh Road,
Horsham (Ruth's house - on the corner of Pondtail Road).
The committee is open to anyone who wants to be involved. Let us know if you
want to come on Tuesday - Ruth's house may need extending if everyone plans to
attend!
Thanks
Francis
Clive's been doing some good work updating the website here:
http://www.hdcf.org.uk/
He's added a new section for the planning sub group, with details of recent
actions there, as well as some good info on the Routes sub group.
Do take a look, and let us know what you think.
I've just uploaded some files I obtained via the West Sussex Cycle Forum on 3rd
January regarding the implementation of the LSTF bid in Horsham (& Chichester).
It appears we need to do a little more work to ensure we are kept in the loop on
this as otherwise WSCC, and their sub-contractors, will plough on towards
implementation without reference to us.
One of the documents is very useful in that it contains details of the route for
the new BBH Town Centre Cycle route and info on the ASLs.
Greg

Is any member of the forum able to attend these lunchtime surgeries.
They are not at an ideal time if, like me, you don't work in town.
As local cyclists we, and our families and friends, have an interest in being
able to safely cycle to, and safely cycle within, the town centre, and parking
our bikes securely, at a variety of locations, once there. None of which is
entirely achievable at present. we are banned from the Carfax and West Street.
East Street cycling will get 'interesting' if the desired pavement cafe culture
takes off, access to the Carfax is illegal from North Street via Copnall way as
it involves ignoring a one way street - which could easily have a contra-flow
cycle lane on it, and the alternative route involves the Park Way dual
carriageway and making a right turn across the grand prix style traffic.
We might be able to engage with the Councillor on this and educate her as to the
economic benefits of increasing cycling in the town centre. (Though given HDC's
reliance in increased parking charges in the town centre, whilst retaining, and
maybe in order to retain, free parking in the other towns/villages of the
district, as a significant source of income that might not be realistic)
Greg
If you aren't a facebookist the gist of it follows below....
"ANYONE with an interest in Horsham town centre is invited to join Cllr Helena
Croft, Horsham District Council's Cabinet Member for Horsham Town, Communication
and Special Projects, at drop in surgeries being run at Horsham Museum from
January 2013.
Local businesses, organisations and residents are invited to attend the
surgeries and share their views on the town centre with Cllr Helena Croft.
The first surgery will take place on Thursday 24 January 2012 from 11:30am –
1:30pm in the Hurst Room in Horsham Museum and Art Gallery, The Causeway,
Horsham
Surgery dates for 2013 are as follows:
Thursday 24 January 2013
Thursday 28 March 2013
Thursday 23 May 2013
Thursday 25 July 2013
Thursday 26 September 2013
Thursday 28 November 2013
These surgeries fall on the fourth Thursday every other month.
Anyone can drop in to the sessions on the day but ten minute appointments can
also be requested by contacting Stacey Dickson at Horsham District Council by
emailing leisure@... or call 01403 215263."
I've just posted the Agenda for the forthcoming meeting of WSCF which is being
held in Worthing at 18:30 on Thursday 24 January 2013.
I am unable to attend due to another local commitment but it would be good if
someone else could go along and represent the Horsham Forum.
The LSTF fund is on the agenda. This may be a contentious issue (or may not be)
as feeling were running high as to how the priorities were agreed so it may need
delicate handling.
If attending please let the chair, Geoff Farrell, know on 07943 875 957
Greg
Sorry Greg, I can't make that meeting - I'm always committed elsewhere on
Thursdays. The agenda looks interesting though, with items on working with CLCs
and on a cycling manifesto for the county elections in May this year, both of
which we discussed at our last meeting.
Can anyone else make it? If not, maybe we can send in some sort of contribution
to the meeting?
And Greg, can some of us join the WSCF yahoo forum?
Thanks
Francis

How will we be kept in the loop on this? Just looking quickly at the proposals (which have little detail) they seem to partly tie up with the cycling review comissioned by HDC and partly not. I had a quick go at making some notes on the proposals (attached) highlighting what I think might be areas which are issues. Do we have any means of liaising with WSCC on this?

Neil recently met, last week I think, with the contractors doing the design
work. I couldn't attend as it was a little bit too no-minutes-notice for me,
which says something about how local cycling forums are viewed by WSCC!
I'm sure he'll want to brief us all on what was discussed.

I've just upload a pdf scanned from the London Cycling Campaign magazine and
sent to a few of us by Peter Silburn. His accompanying email is given below.
Dear All,
There's a wonderful article in the latest copy of London Cyclist about Dutch
cycling provision which describes many of the issues we face with the proposed
cross-town route. Things like:
Advanced Stop Lines at right turns (Bishopric)
* Categorising cyclists into competent and less able whilst catering for
neither (Guildford Road)
* Keeping up momentum ("Cyclists Dismount" sections at Bishopric and North
St. tunnel))
* I attach a scanned copy of the article.
Regards,
Peter
