I suspect Vespasian would have been unimpressed as he was famous for his down to
earth attitude and such vanity would be atypical. I wonder if this was done in
Domitian's reign as it would be more his style to "honour" his father in this
way.

I would agree even though I cannot quite put my finger on it. Many classical statues had seperate torso to heads even so they normally look in proportion....
