It's totally free, with no XP cost or impact on the number of advances
allowed by any careers.
It's also one free advance ~per age-reduced characteristic~. (In other
words, four per year - I'm not sure how clear that is in the rules.)
Possibly an easier way to do it would just be to add the five missing
points to each characteristic each year until you reach the age of
sixteen.
(The more people play this game, the more often glitches, oversights
and plain bad rules come up.
Take a look at how far grenades can (or rather, can't) be thrown, for
example. How that got through playtesting, I don't know, because I
distinctly remember grenades getting used quite a few times. *shudder*)
