You are, yes. :-)
But I see where you got it from. The actual quote is:
"It is worth noting that a character's Strength score is his total
strength, and when counting the strength of one arm (e.g.
arm-wrestling, using a weapon one-handed), the Strength characteristic
should be halved."
This should only really apply to characteristic tests using the arms,
and to one-handed weapons - the intention of the examples was to
illustrate these two sets of circumstances. (Although play will
probably throw up other circumstances as well, I suppose, but GMs can
deal with these on a case-by-case basis.)
Just as a side-note, under the logic of halving your Strength for
losing an arm, this means that 25% of a person's weight is in each
arm. (A person's Encumbrance - as opposed to Carrying Capacity - is
equal to their Strength plus their Toughness.)
It's best just to modify damaged characteristics when they would be
affected, rather than permanently, unless -every- circumstance in
which that characteristic could see use is somehow debilitated by the
injury.
