Er, no, not at the moment.

For Eldar, I'd probably add about 10-30 points to Initiative, perhaps
5-10 points to WS and BS, and 10-30 points to Sagacity and Willpower.
That should give a civilian Eldar. Simply up the stats accordingly for
anyone in a weird profession.

The reason for the WS and BS increase is that, in the wargame, Eldar
Guardians are, stat-wise, on a par with Imperial Guard.

That's civilian militia that are equally as skilled as highly-trained,
highly-disciplined, soldiers. Take a look at the Dark Eldar stats
(WS/BS 4), and see how an Eldar with military training looks.

I reckon that the reason for the higher WS/BS is the greater physical
coordination and psychological control of the Eldar giving them the
edge over clumsy, brutish humans.
