We've reached the next stage of consulting on improvements for Millfields Park. This consists of a series of 3 workshops where park users can sit down with the design consultants and council officers.

The Parks Forum will hold its Annual General Meeting on Monday 12 October at 7 pm in the Town Hall.

 
Over the past year, the Forum has
* represented user groups to the council's Scrutiny Commission Green Spaces Review and in the Local Development Framework;
* set up the Environment Network jointly with Hackney Environment Forum, to represent green interests on the Community Empowerment Network;
* helped create the new Biodiversity Partnership with council officers;
* assisted Clapton Common, Hackney Downs, London Fields, Mabley Green and Springfield Park user groups with planning issues;
* improved the mowing regime at Stoke Newington Common and Hackney Downs through liaison with the council;
* continued to meet quarterly with the Parks Department to maximise user group involvement;
* attended regional and national open space conferences to bring others' experience to bear in Hackney;
* and welcomed three new user groups to the list of green spaces already members of the Forum.
 
All of this work is now being undertaken voluntarily, the Forum having lost funding for our support worker. So this is a particularly critical time for the Forum and your contribution at the AGM would be very welcome. Please send agenda items by 1st October. Nominations for Chair, Vice Chair, Secretary and Treasurer may be submitted in advance or at the meeting.
 
Forum meetings are open to all park users.

2.1       Minutes were AGREED as a correct record.
 
2.2       Matters Arising
 
Claire said that the ranger situation was continuing to deteriorate with both rangers (Steve and Dave) on annual leave at the same time. Dave due back on Monday but only for one day per week. An agency ranger had the previous week driven the buggy into the river and been dismissed so no buggy either and just 2 dedicated gardeners spending too much of their time litter picking and with no buggy and the mower broken and waiting to be fixed.
 
AGREED; Bruce Irving would look into situation and report back.
 
3          RESTRUCTURING OF PARKS DEPARTMENT – SUPPORT FOR MILLFIELDS
 
Bruce Irving (Parks Development Officer) said that Parks department had been restructured. He would provide a ‘map’ of the new structure and a list of the staff allocated to Millfields. Parks development officers will attend user groups in future. Bruce introduced himself as a ‘one stop shop’ for all park related matters. Instead of the previous arrangement of the HPF having an independent worker this job will be undertaken by these officers. Hackney Parks Forum meetings will continue as before. Bruce explained that he was involved in quite a lot of meetings at the moment concerning the Millfields Masterplan and recently appointed consultants Camlin Lonsdale and is collecting a list of all stakeholders to be consulted by them. Ian Rathbone pointed out that Hackney Parks Forum are wary of the removal of the HPF independent Support Worker, feeling that user groups need a worker who is independent of the council, a ‘critical friend’ who can tackle the council’s failings in a robust way which a council employee can’t. HPF will be looking for a review of the decision after 6 months.
 
4          ITEM BROUGHT FORWARD FROM SECRETARY’s REPORT – NATIONAL GRID (NG)
 
Renewal of Water Mains
 
Dave Carson, site manager for the NG substation site, explained that Thames Water were replacing the Victorian water main that runs from Lea bridge across south Millfields, which will mean digging up Hillstowe st. It will take 4 weeks for the Hillstowe st section and another 4 weeks to get across the park. For the 4 weeks that Hillstowe st. is up they are proposing creating 15 parking spaces in the layby on the access road in the park. This means that at night security would be moved from the white barrier to the red barrier at the sub station. The bays would be marked specifically for the use of Hillstowe St. Residents would be given stickers for their cars. Tim requested that Clancy Docwra be reminded of the regulation preventing them driving vehicles over or near tree roots. Dave said he had noted this.
 
Alternative Access to Substation site
 
Ian reported on a meeting on 18 June when 7 access routes were presented, one being Hillstowe st. and another along Millfields Rd.and via the old powerstation/EDF site. The other 5 were various routes across the park.
 
There was a linked suggestion to take waste by conveyor belt to the canal to go on barges to North London Waste at Edmonton. Ian explained that the original National Grid Project only had one more year to run but they had now announced a new scheme which will take another 5 years to 2015 digging another tunnel this time from Haringey to Millfields, and building a new headhouse inside the substation site. The User Group’s aim is still to get compensation in the form of the funding necessary to convert the old Lodge into a state of the art community centre/café. Members asked if we will get the canal side path back and Bruce was asked to ask LBH who have currently commandeered it for waste station development.
 
AGREED: the reports be noted, and Bruce Irving investigate the state of play on the canalside path.
 
5          MILLFIELDS MASTERPLAN – UPDATE
 
Bob Benge had represented the User Group on the interview panel which appointed Camlin Lonsdale as Master Plan consultants. Bob explained that 3 firms tendered and that CL stood out as having the best with the most creative ideas about the park.
 
There were 300 public responses to the original survey and the main recommendations were for a café, public toilets and refurbished playgrounds. CL have been supplied with a stakeholder list and will set up consultation meetings from mid August to mid September. User Group members were ipso facto stakeholders. CL had promised not to go over old ground.
 
There is a project board consisting of John Wade (Head of Green Spaces) Sam Parry (Parks Development Manager) and Lara Gibson (Design for London). Then there is a steering group which is Bruce and MUG committee members (Bob Benge, Ian Rathbone, and Brian Weller) meeting with the Consultants.
 
Andrea Oliver (member) said that she and her partner, Garfield Hackett, were developing a business plan for a café using food grown locally with an education about nutrition theme. They also want to work on reintegrating socially excluded kids. They have already met with Camlin and will continue to be involved in the process. Michael Day mentioned that the Old School House was also a possible café site.
 
AGREED: All User Group Members to be advised of the date of the Stakeholder consultation meeting; and the outcome of Steering Group meetings to be reported back to User Group.
 
6          ELECTION OF COMMITTEE MEMBER
 
 
The Chair said that as a result of the recent resignation of Tony Janes, we needed a new committee member. Vivienne Foxley and Andrea Oliver were proposed and seconded.
 
AGREED: Vivien Foxley and Andrea Oliver be elected to the Committee, one to be co-opted.
 
7          PATHFINDER – NEW PLAY FACILITIES FOR OLDER CHILDREN
 
Nathan Eyers from Theories consultants for the Pathfinder project explained that decisions on siting a new playground on the south side was on hold but on the north side their favoured site was up by the Beecholme estate as the most suitable site for natural play. The area beside the old playground was too bland and did not lend itself to the type of natural play they had in mind while the area below Beecholme estate has natural clumps of trees, a boggy patch and is in an acoustic hollow away from residents and the sound of the Leabridge road. They had spoken to Camlin Lonsdale(consultant) who was happy about the use of this site and they had spoken to Christine Williamson the vice chair of Beecholme TRA and It was agreed that provided they continued to talk to TRA the user group was happy for them to continue to consult over building a pathfinder playground on this site.
 
A short questionnaire accompanies these minutes [download from  http://tinyurl.com/mugdocs] and members are asked to complete and return and distribute to interested local residents for completion.
 
Members asked about the south side of the Park location and Nathan explained that out of 4 original sites 2 had been dismissed: the canal side site as too far out of the way and too close to the canal and the one by the graffittied wall with the barbed wire on top as being too hard to work with within the budget constraints. This left the space by the lodge and the sacred ring. Members were not happy with the choice of the sacred ring as it is dark, cold and has other uses so Nathan accepted that it was unlikely to be offered as a location although it was his preferred option because it was such a lovely place to be with the tree canopy. He confirmed that no trees would be damaged or even touched in the making of this play equipment but that they create a natural play space environment in which a climbing structure fits perfectly. Concerns were raised about over consulting and Nathan agreed to talk to Camlin to endeavour to coordinate and cut down on consultation as much as possible.
 
AGREED: that the report be noted; that the Beecholme Estate site be agreed in principle; and that the consultation on that site be issued with the Minutes of this meeting.
 
8          NORTHERN OLYMPIC FRINGE AREA ACTION PLAN
 
It was reported that the User Group had just received a long-awaited consultation document from Waltham Forest Borough Council entitled “Northern Olympic Fringe Area Action Plan – Lea Bridge Area Issues and Options Consultation”. The consultation period at this stage is 8 July to 19 August.
 
AGREED: to set up a sub-group consisting of: Brian Weller, Bruce Irving, Anna O’Brien and Bob Benge to draw up a draft Millfields response, with Bob acting as convenor.
 
9          SECRETARY’S REPORT

Notice boards: Bruce was asked to look at notice board situation. He proposed supplying all rangers with appropriate key, which would help (provided of course there are rangers!) He said that the council was currently reviewing park signage and that there would be more news on this in due course.
 
Cycling: cycle racks have been recommended to be installed by the playground and would be coming soon. Anna OB asked why they are installing cycle racks in the one place in the park where there are plenty of railings to lock bikes too already and why not have them in places where there is nowhere to lock a bike? There was general agreement with this sentiment from the floor and a few alternative suggestions for bike racks such as by benches.
 
10        FINANCE REPORT
 
Ian reported that Brian has sorted out a plaque for Gerald Laufer, a former very active member of MUG and a location for a memorial bench is being identified. Claire reported that when the plaque is paid for there will be no money in the bank, but that an application for Grassroots grant for £5000 over 3 years could be submitted in October.
 
Bruce was asked to find out if LBH could pay for leaflet printing as part of their commitment to involve the public freeing up the grant for more interesting things like summer events etc.
 
AGREED: Claire Kelly be authorised to seek Grassroots grant funding, and Bruce to report back on funding of publicity by LBH.

We're suspending the orchard watering sessions for now because the
young trees are doing so well. Instead, we have an afternoon looking
after the teenaged trees in the arboretum. All welcome, no previous
experience needed.

'The what?' - you may be asking.  An arboretum is a collection of
interesting individual trees, and the Millfields arboretum is split
between north (towards the Lea) and south (mostly in the triangle
between the diagonal path and the brand new housing).  We'll learn
how to do maintenance jobs such as releasing ties, fixing cages, and
pruning to shape the tree or tidy up damage. It's also a chance to
find out what trees we have and what's special about them.

In collaboration with the famous Tree Musketeers ('Trees for All and

Albion Kids Show and the Hackney Playbus are in Millfields Park this
Wednesday 5th August to help MUG consult children between 6 and 13
years old about new natural play structures in the park. We will set
up fun and games on the north side near the Beecholme estate between
11 and 3pm. The consultants are keen to talk to as many children as
possible about their play ideas.

3 Restructuring of Parks Department - Support for Millfields 7.10

Hackney Parks Department was restructured last October (enclosure 3B - restructure diagram to follow). A report for the Committee on 23 July is attached for information (enclosure 3)

In accordance with the new structure the Department has recruited three new development officers. At this meeting we welcome Bruce Irving, who took up his post in early July, and is the Development Officer assigned to work with Millfields. He will explain the nature of the assistance which he will provide, in replacement of Paul Foinette, Area Manager, who will no longer be attending user group meetings, and Gill Jackson, Parks Support Worker,who is no longer working for HPF since the expiry of the grant supporting her salary.

We have asked Bruce Irving to provide a list indicating the names and job titles of ALL parks staff allocated to work on Millfields, including rangers.

4 Millfields Master Plan Progress 7.25

The Councils User Survey, extended to April, eventually attracted over 300 replies. The full Report of the Consultation can be accessed on the Millfields User Group Yahoo site under Files. It confirms the main findings of our own 2008 membership survey.

In May we had strenuous correspondence with the Parks Department in order to establish that the User Group could be involved in the selection of the Master Plan consultant, and would form a Project Steering Group with Parks Department Officers, rather than simply being treated as a stakeholder and consultee.

Both arguments were won. On June 17 Bob Benge took part in interviews and agreed the appointment of Camlin Lonsdale as Millfields Master Plan consultants. They are already Master Plan consultants to Hackney Marshes and Mabley Green. On 22 July Bob, Brian, and Ian attended the first Steering Group meeting with Bruce Irving and Camlin Lonsdale.

We have identified a long list of Millfields Stakeholders who will be involved In further consultation by the consultant. The first such consultation meeting is likely to be in mid-August, and all User Group members will be invited.

We also identified a number of issues which need to be integrated with the Master Plan, eg Pathfinder Play sites; reinstatement of John Laing site office area (old paddling pool); National Grid Access Road; South Millfields Cycle Path; s.106 and Electricity Act 1989 developer contributions.

The Consultants began work in early July and have provided a 14 week Work Plan which should be achieved in early October and will identify further action needed to implement agreed development of Millfields.

5 Election of Committee Member 7.40

The Users Group Constitution provides for a Committee of twelve Members. Tony Janes, who was elected at the AGM, has resigned due to pressure of work, and nominations are invited for a replace- ment.

6 Pathfinder New Play Facilities for Older Children 7.45

The User Group made a bid for a share of the 2.6M awarded to the Learning Trust for provision of additional childrens play facilities. Our bid was for provision for older children.

We were notified in May that we had been successful in our bid to the Learning Trust for new play facilities in Millfields. We have been allocated two sites, with a value of 25,000, which should be match funded by 50,000 from Hackney Council. This will enable a site to be established on North and South Millfields.

Claire Kelly, who led the bid, took five other User Group members to meet the Learning Trust and their appointed landscape consultants Theories on June 25th, when some planning progress was made. There is some possibility of confusion with two separate consultants, but Theories have now met with Camlin Lonsdale and we are hoping for a co-ordinated approach

We have now received a Report on Site Assessment from Theories and this is attached (enclosure 6) for discussion.

It is strongly recommended that if the two recommended sites are to be agreed there will need to be prior discussion with Beecholme Tenants Association and satisfactory resolution of the safety issues of locating a Play Area close to the canal bank.

7 Lea Bridge Area Issues and Options 8.05

We have just received a long awaited consultation document from Waltham Forest Borough Council entitled Northern Olympic Fringe Area Action Plan Lea Bridge Area Issues and Options Consultation A copy of the document (21 pages) is at enclosure 7.

The consultation period at this first stage is from 8 July to 19 August. The User Group is strongly recommended to set up a small Working Group, including the Secretary, to construct a Millfields User Group Response, and to pass to that Working Group any comments from initial discussion at this meeting.

4       Millfields Master Plan – Progress                                                              7.25
 
          The Council’s User Survey, extended to April, eventually attracted over
          300 replies. The full Report of the Consultation can be accessed on the
          Millfields User Group Yahoo site under ‘Files’. It confirms the main findings
         of our own 2008 membership survey.
 
          In May we had strenuous correspondence with the Parks Department in
         order to establish that the User Group could be involved in the selection
          of the Master Plan consultant, and would form a Project Steering Group
          with Parks Department Officers, rather than simply being treated as a
          stakeholder and consultee.
 
          Both arguments were won. On June 17 Bob Benge took part in interviews
          and agreed the appointment of Camlin Lonsdale as Millfields Master Plan
          consultants. They are already Master Plan consultants to Hackney Marshes
          and Mabley Green. On 22 July Bob, Brian, and Ian attended the first
          Steering Group meeting with Bruce Irving and Camlin Lonsdale.
 
          We have identified a long list of Millfields Stakeholders who will be involved
          In further consultation by the consultant. The first such consultation meeting
          is likely to be in mid-August, and all User Group members will be invited.
 
          We also identified a number of issues which need to be integrated with the
          Master Plan, eg Pathfinder Play sites; reinstatement of John Laing site office
          area (old paddling pool); National Grid Access Road; South Millfields Cycle
          Path; s.106 and Electricity Act 1989 developer contributions.
 
          The Consultants began work in early July and have provided a 14 week Work
          Plan which should be achieved in early October and will identify further action
          needed to implement agreed development of Millfields.
 
5       Election of Committee Member                                                               7.40
 
         
The Users’ Group Constitution provides for a Committee of twelve
Members. Tony Janes, who was elected at the AGM, has resigned
due to pressure of work, and nominations are invited for a replace-
ment.
 
6       Pathfinder – New Play Facilities for Older Children                                   7.45
 
         
The User Group made a bid for a share of the £2.6M awarded to
          the Learning Trust for provision of additional children’s play
          facilities. Our bid was for provision for older children.
 
          We were notified in May that we had been successful in our bid to
          the Learning Trust for new play facilities in Millfields. We have been
          allocated two sites, with a value of £25,000, which should be match
          funded by £50,000 from Hackney Council. This will enable a site to
          be established on North and South Millfields.
 
          Claire Kelly, who led the bid, took five other User Group members
          to meet the Learning Trust and their appointed landscape consultants
          ‘Theories’ on June 25th, when some planning progress was made. There
          is some possibility of confusion with two separate consultants, but
          Theories have now met with Camlin Lonsdale and we are hoping for a
          co-ordinated approach
 
          We have now received a Report on Site Assessment from Theories and
          this is attached (enclosure 6) for discussion.
 
          It is strongly recommended that if the two recommended sites are to be
          agreed there will need to be prior discussion with Beecholme Tenants’
          Association and satisfactory resolution of the safety issues of locating a
          Play Area close to the canal bank.
 
7       Lea Bridge Area Issues and Options                                                       8.05
 
         
We have just received a long awaited consultation document from
          Waltham Forest Borough Council entitled “Northern Olympic Fringe
          Area Action Plan – Lea Bridge Area Issues and Options Consultation”
          A copy of the document (21 pages) is at enclosure 7.
 
          The consultation period at this first stage is from 8 July to 19 August.
          The User Group is strongly recommended to set up a small Working
          Group, including the Secretary, to construct a Millfields User Group
          Response, and to pass to that Working Group any comments from
          initial discussion at this meeting.

The orchard is doing very well thanks to all our watering. Our tree
expert Russell Miller says that the trees are putting on an extra
spurt of summer growth, a sign that they are very happy and healthy.

We are still come-all-ye watering every Thursday at 4-5 pm. Come for
as long as you like. Even storms don't penetrate dry summer soil very
far, and evaporate quickly, so a heavy watering right on the roots
still makes a difference. Some people can't make Thursdays and are
watering at other times.

This Thursday we may be getting filmed for the council as an example
of Hackney in Bloom.

Our bid for Pathfinder funding for new playgrounds in Millfields has
been successful thanks to all of you who filled in on-line survey
forms back in November of last year.

We are meeting with the Learning Trust on Thursday 25th June at 5.30
to find out more about the Pathfinder approach to play and to meet
with the designers. If you are interested in childrens' play and
would like to take part in this meeting then please give me a call.

My reference is to the Millfields Master Plan, with which the User Group
is closely associated. I have been reporting fully to User Group Committee
and General Meetings.

It has just finished the public consultation phase and we are about to enter
the Consultancy phase (Council appoints a Consultant with User Group input,
and Consultant works on firming up Master Plan using questionnaire data and
further consultation). In the Autumn we hopefully start the development 
phase when projects start to be funded and delivered.

But the draft Consultant Brief, on which User Group was consulted, asks the
Consultant to take into account all of the other relevant Master Plans (including
Lea Bridge Rd and Northern Olympic Fringe). So we suggested, and Parks
Dept. agreed, that the successful Consultant should read all those documents 
and report within 3 weeks on their content and implications.

Hopefully, therefore, if our other sources continue to delay our access to the
more contentious studies we shall have them by the end of June via the Millfields
Master Plan process.

I have given no commitment that Millfields will want to 'harmonise' with these
other studies. If they are environmentally damaging we may well want to argue
that Millfields' best interests are not served. 

But we need to see, and discuss, all the implications.

Does this relate to the Northern Olympics Fringe Legacy Masterplan which we keep being told is to be produced by Urban Practitioners (who so far as I know have consulted with nobody at all other than patrons of the Asda store near Leyton underground station)?
The report was due out at the end of March and has so far not apparently seen light of day.

The 'Master Plan' consultation phase is now completed and the timetable
for consultancy and development stages was set out in an April report to
Committee which I attach. Essentially, as you will see, the Consultancy
phase runs from June to September and development on Millfields will

of the Consultant, and on a Steering Group which will oversee the work. It
also covers improving the links between the three parts of Millfields and
in that connection we have raised the condition of the towpath under Lea
Bridge (which is the responsibilty of British Waterways).

Personally, I am not offended by the pipe under Lea Bridge, feeling that
some connection with the area's industrial heritage is a useful reminder.

We have been keen to avoid the dangers of top down and unaccountable
development to which you refer, and our representatives on the Steering
Group will be keen to maintain a high level of transparency and 
accountability. That will include reporting to General Meetings. You
may like to make a note of the dates [Thurs 30 July 7pm, Sat 31 Oct 1pm
and Thurs 4 Feb 7pm - venues to be announced].

Two new play areas are likely to be developed separate from, but co-ord
inated with, the Master Plan. We bid successfully for a share of the 
Learning Trust's £2.6M Pathfinder Play grant, after wide consultations with
User Group members, and expect to be discussing roll-out plans in June. 
They are likely to reflect the new emphasis on 'natural play' rather than
brightly coloured slides and swings.

I note your comments on the present playground. We have been pressing
for some time for the toilet block to be upgraded, but if you have specific
comments about other necessary repairs I would be glad to know the 
details.

Finally - the effect of additional residential development in Millfields 
catchment area has been discussed for over a year, both in the
context of opposing inappropriate, over dense, residential development
and in approaches to the Council for Planning Agreements [section 106]
to be reached with developers where planning consent is given. We hope 
that around £200K or more will be available from developers to fund the
Millfields developments agreed as part of the Master Plan process,

I think we are mindful, also, that in the middle of all the Olympic, housing,
and recreational development we need to respect and retain a character
of peace and calm to allow Users to relate to natural greenspace to local
history, and to the opportunity for spiritual refreshment.

I am hoping to attend the meeting on 11th June, and would like to raise the following issues regarding Millfields Park:
 
1) When will the architects be putting their plans (particularly for the playground) forward for consulatation with local people/user group members? I am concerned that, as with so many projects, the final plans will not relate fully to what local residents need. Also, do the plans take into account the huge increase in population resulting from the new residential developments next to the park/river?
 
2) How long should we expect to wait until the work starts, how long until it is completed, and what are the interim plans i.e. will much of the park be out of action for months?
 
3) Are there any plans to sort out the bridge area near the Princess of Wales pub? The cycle path leading from the pub, under the road and up to the other part of the park needs improvements. Also, the bridge itself is an eyesore (where else in London would such pipework be routed above ground?) and I'm sure would not be tolerated within the Olympic Park itself.
 
4) I raised the issue of broken playground equipment not being repaired (for years in some cases!) at the last meeting and have noticed that the situation has deteriorated further. I do not see the same problems in Clissold Park, London Fields etc. Why is Millfields still a poor relation to these other areas. As I said at the last meeting, the state of the play areas seems to be directly related to the affluence of its residents.
 
I hope that these issues can be addressed within the agenda.

The state of the ex-Laings area certainly needs to be picked up 
as part of ongoing discussions.

We were stopped from including splashpad as part of Master Plan
consultation (on grounds of potential cost) but we had previously
identified the paddling pool area as a site.

It is also a possible site for one of the Pathfinder play areas, and
that may have implications for what happens to the paddling pool.

Claire reported that it was finding good interim use by skateboarders
(though I've seen none myself).

We also need to look at the overall results of the Master Plan consultation
on the Play Area and see where that points.

I think a number of ideas floated by members in our own 2008
survey will need to be put back on the table in the Master Plan Steering
Group - because they were not fully resolved in 2008 nor absorbed into
Master Plan consultation.

As to meeting with Sam Parry, I don't think that we can lightly ask a 
Council Officer to start a meeting at 6.30 and therefore not finish till
8.00.

A 5.30 start is awkward for me - because I'm at work, but I don't think 
we can start later.

Hackney Parks Forum is the meeting of all Parks User Groups with 
the Hackney Council Parks Department.

All members of User Groups are entitled to attend, and I recently 
emailed Millfields Users' Group membership with an invite to a
Forum meeting on June 4th.

Because June 4th is European Election Day, and some individuals

Children return to orchard

Adult hands needed for a schools day in the community orchard this
Thursday (21st May). The children who planted the orchard will come
to plant wild flowers and do some tree care. Teachers will be there
of course, and park rangers, but we could do with some extra
grown-ups. No special skills needed other than getting on all right
with children. Southwold School Year 6 (10-ish year olds) in the
morning and Rushmore Year 2 (6-ish) in the afternoon. If you fancy
coming for morning, afternoon or both please contact Emma Jack (07814
027128), Tim Evans (8986 3456) or ranger Sue Toogood (07946 640751).

We have an increasingly experienced band of Thursday 4 o'clock
orchard waterers of all ages, and we can always do with more, so come
and join in whenever you like. Water and equipment provided.

Play for older children

We have successfully bid for funding for creating play areas for
older children on both north and south millfields. Claire Kelly will
soon be meeting Learning Trust officers to look at what we want and
where we want it. If you'd like to be involved please contact Claire

Thanks for this. You will have seen my email to the Committee on this
subject.

I agree with your community-oriented view and so - it seems - do most
of your fellow Users' Group members who have pronounced on the Mural
issue. 

That only serves to increase my puzzlement and frustration that you and
Teddy should have developed such fears that this was ever going anywhere
else. The whole thrust of my contribution to Millfields over the past two
years has been based on a belief that our green space is a community resource
and that community's views and involvement are important. 

To reiterate an old question, that community was also surveyed in depth by
the University College project with which you were associated. Have the
findings of that survey ever been produced? If so, how do I get to see them?

We will be discussing with the Parks Dept. in the next days and weeks their
analysis of the 300+ responses to the Master Plan survey. I would very much
like to enter those discussions with knowledge and understanding of any serious
parallel survey of local community views conducted in the Clapton area.

Does UCL have some problem with publishing the outcome of its research? If 
so do you know who I might talk to to with the intention of challenging that
secretiveness.

It is a very common tenet of consultation these days that the consultees have the
right to be informed about the outcomes of the research to which their comments
have contributed.

Any news would be helpful.

Brian, I am concerned about this. It seems to me that part of the brief of MUG is to facilitate the participation of local people in Millfields.  The opportunity of a mural on the long fencing line of the National Grid development is just such an opportunity.  We have local people who are experienced in developing and executing community murals involving the local kids. Lets involve them. 

 

I am sorry I couldn’t come to the General Meeting but being a bank holiday, we were away.  However, I would ask that we look at this again.  Millfields is an important public space and it is essential that we ensure wide “ownership” of it.  A community mural, well managed and involving our local schools could be a wonderful local event.  I would ask the MUG to consider this carefully.  Getting a mural done without local involvement would be a major lost opportunity for community participation.

Without going into a long story, it is on the agenda for the park but we now have to wait for the Masterplan exercise to be completed  before taking such things further with NG. It is some way down the priority list of the Group because our principal aim is to get a new community centre paid for in the park. But it’s not forgotten!

The orchard watering on Thursday 23rd April was a great success. Lots
of families turned up and we watered and picnicked. There was
enthusiasm for making a weekly date of it, so that's what we'll aim to do.

So: orchard watering every Thursday, 4-ish. Come & go as & when you
feel like it. Bring kids, friends, picnic. (We even have a portable
gazebo in case it rains.)

The difference that watering makes is obvious from the trees that are
getting extra water because someone is looking after them
individually. In particular Vivienne's tree (with the yellow ribbon)
has got strong new shoots.

If you're interested in the orchards but can't make the watering
sessions we've had so far, do let Emma or Tim know so we can try to
organise things to include you.

The orchards are on South Millfields between the Lee Navigation canal
and the electricity substation.

On Thursday I circulated a draft Consultancy Brief for the Millfields
Master Plan, sent to me that day by the Parks Dept.

Some members indicated difficulty in opening that document, and 
I therefore attach a different version in the hope that it will be more
easily accessible.

I have also received an illustrated Note about the Mural Proposal (item
2 on the Secretary's Report). I cannot get that to attach to this message
and so I am forwarding separately the original message and attachment 
from Ed Kearton.

Move to bring a new street market to Clapton’s Chatsworth Road welcomed as a boost to local employment and shopping facilities
 
Chatsworth Road Traders & Residents Association (CRTRA) is asking the public what they think about the idea of launching a new weekly street market, at a meeting to be held at Chats Palace, Brooksby’s Walk, 7.30pm, on Thursday, 30th April. This will be followed by a widespread survey posted through doors in the area.
 
The event will be open to all members of the community and, as Ashley Parsons, a local resident and Association member, explains, will represent the start of an exciting new phase in the proposals. “Over the last few months we’ve been talking to other successful markets and working hard on looking at the feasibility of a new weekly market on Chatsworth Road. The aim is to bring new customers and traders into the street, to benefit everyone, both existing traders and residents. But we’re aware that a new market will only succeed with widespread support across the whole community, as well as from Hackney Council. We’re taking one thing at a time and reaching out to the community first by holding this public meeting, and launching the survey and a website, to see what people think.”
 
Already support has been flowing in from traders, local groups, local councillors and residents in the Clapton area.
 
CRTRA will put up a panel at the public meeting to outline the market idea, and to take questions, and will also be asking people to help with distributing the survey leaflet throughout the community.
 
Jay Joshi, Chair of the Association and proprietor of Chatsworth Road’s Regal Chemists, said: “This is a great chance for people to get involved and influence the plans at an important stage. We’re looking to distribute 15,000 survey leaflets locally, and to get as high a response rate as possible. We know it’s ambitious, and we’re undoubtedly going to be relying on a lot of good will. But we’re confident that enough people in the area will be excited by the idea to make this consultation happen. The results will tell us what kind of market local people want and that will form the basis for drawing up the business plan and discussing the idea in detail with the Council and other organisations.”
 
CRTRA’s new website, www.chatsworthroade5.co.uk offers another easy way to take part in the survey, as well as providing up-to-date news on all the latest developments on the high street. All survey respondents will be entered into a prize draw for a £50 cash prize.
 
Leabridge ward councillor, Ian Rathbone, has already pledged his support, saying, “High streets like Chatsworth Road are vital community hubs, and innovative street markets have been proven to attract people back to the local high street, and away from big national chain supermarkets. A new Chatsworth Road market will also offer another outlet for the many cottage industry entrepreneurs in Hackney who can’t afford to take out expensive shop leases. Many community groups and residents in the area tell me they’d like to see this happen. Leabridge and Kings Park ward councillors are also supporting this move because we believe a market will help give work to local people and ensure that the character and diversity of this important street does not disappear in the face of Recession.”
CRTRA feels that the local success of the annual Market Festival, held over the past seven years, has already paved the way for a weekly market on the street.
 
“The community successfully organised an event with 60 stalls for one day each year,” continues Ian Rathbone, “with a huge amount of support from traders from the East London area, local schools, political groups and community groups as well as residents. And, these days, markets, can be centres of all kinds of community and cultural activity. We know that the demand is out there.”
 
Omar Nissar, manager of Chatsworth Road’s Carnival Cards, a family-run business for the past 25 years, believes the market will give a boost to the whole street. “The market returning would really brighten things up, and it’d be a day out for the children too. And if people come and see the market going on they’ll explore the whole street and area more.”
 
Remy Zentar, owner of Chatsworth Road’s L’epicerie, agrees: “A new market is not going to be a problem for existing shops, just the opposite. The more business in the street, the more we all benefit. It’s about offering the customer more options and an experience. Going to the supermarket with the kids isn’t fun and you’ve got to fight traffic and queuing. But kids can enjoy going to a local street market.”
 
It’s a vision of a revitalised high street that CRTRA firmly believes is possible, despite the many practical issues that will have to be resolved along the way. “This consultation really represents the start of a process,” says Ashley Parsons, “and it’s not a process that can be completed by a small group of people. If enough local people are willing to step up and pledge energy and time then we’ll transform this into a weekly event in which everyone in the community can take pride.”
