Rational: The MRC was set up as a local club for local ratters. As
such a local Committee, which can easily meet face-to-face without some
Committee members having to travel hundreds of miles, is surely better
for the Club.

Also a Committee with local members would facilitate the signing of
cheques as per Committee Proposal 1.
